In 2019, the State of Texas established the Texas Flood Infrastructure Fund (TFIF), which provides financial support to communities for drainage, flood mitigation, and flood control projects. Administered by the Texas Water Development Board (TWDB), the TFIF fund provides financial assistance to political subdivisions (cities, counties, or state-established districts or authorities) in the form of grants and zero-interest loans. The funding can be used to support planning, design, construction, and rehabilitation of flood projects, whether structural or non-structural (including nature-based).

The Wisconsin Department of Health Services created the Climate and Health Toolkits to offer guidance on health-related climate change preparedness and response to local governments, health departments, and the public. Nine toolkits focused on Extreme Heat, Flood, Winter Weather, Wildfire, Chemical Release, Harmful Algal Blooms, Drought, Thunderstorms and Tornadoes, and Vectorborne Disease are provided, each accompanied by a one-page fact sheet for general audiences. Each toolkit offers background information, climate trends, and health impacts associated with the topic, as well as preparedness strategies and guidance, best practice tips, communication tools for outreach, and additional resources.

The Oregon Health Authority’s Climate and Health Program is striving to integrate climate change into public health practice, systems, and policies to ensure that all Oregon residents have equitable access to clean air, clean water, and healthy food. The department has worked with five local health jurisdictions to create and implement adaptation plans, and created a Resilience Toolkit based on lessons learned to support other local entities in similar efforts. The Climate and Health Program has also developed a state-level Climate and Health Resilience Plan, which identifies overarching resilience strategies and associated implementation activities for state and local agencies.

April 2019
From May 2016 until April 2019, the Hawaii Department of Land and Natural Resources and the Office of Planning partnered with the University of Hawaii Sea Grant College Program to create three tools that support adaptation at the local level: an interactive data map—the Hawaii Sea-Level Rise Viewer, and two guidance documents—Integrating Coastal Hazards and Sea-Level Rise Resilience in Community Planning and Guidance for Disaster Recovery Preparedness in Hawaii. Much of Hawaii’s population and development exist on low-lying coastal plains that are vulnerable to erosion, flooding, and inundation. Building on the state’s 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report, the complementary tools are aimed at helping communities better prepare for future sea-level rise and other climate change impacts.

The Virginia Department of Health (VDH) is in the beginning stages of incorporating climate change impacts into its public health programs through its newly established Climate Change Committee (C-3). Other Virginia agencies and organizations are also incorporating public health considerations into climate actions.

In June 2019, the State of Texas established the Texas Infrastructure Resiliency Fund (TIRF), a new special fund in the state treasury for the purpose of financing flood mitigation and protection projects and related planning efforts. The TIRF is administered by the Texas Water Development Board (TWDB) and includes four separate accounts: a Federal Matching Account, a Floodplain Management Account, a Flood Implementation Account, and a Hurricane Harvey Account.

From the National Wildlife Federation and the New Jersey Department of Environmental Protection, this report outlines ecological or nature-based solutions to prepare for and adapt to hazards in New Jersey coastal communities. It describes measures to protect open space, enhance and protect coastal ecosystems (including beaches and dunes, coastal forests and shrublands, and tidal marshes) in ways that increase elevation and reduce erosion and flooding risks.

Maryland Office of Home Energy Programs: Energy Assistance: The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make energy costs more affordable and ensure the stability of home energy services through several programs. The OHEP houses four grants to contribute energy assistance: the Maryland Energy Assistance Program; the Electrical Universal Service Program; the Utility Service Protection Program; and Weatherization and Energy Efficiency Services.

Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state. H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.

It provides an analysis of the legal context for funding and financing adaptation investments in California and catalogues different sources of funding that could be used to pay for adaptation.
