On April 21, 2021, the State of Massachusetts, under the Governor Charlie Baker Administration, launched the Climate Resilience Design Standards Tool, an online platform that enables state and local governments to assess climate change considerations when designing and siting development and infrastructure projects. Specifically, the tool offers guidance for state-funded and other projects by creating project-specific climate vulnerability assessments and providing general guidance for ways that the state and local governments can consider making a project more climate resilient.

Washington D. C. ’s Department of Energy and Environment (DOEE) administers a variety of "RiverSmart" programs to fund projects that reduce stormwater runoff and water pollution. The programs provide financial incentives, in the form of grants and rebates, to fund green infrastructure projects that reduce and treat stormwater runoff from impervious surfaces. Although the RiverSmart program was developed to help the District address water pollution from stormwater runoff, it also supports climate resilience by diverting rainwater from the city’s stormwater system to manage increasingly heavy rainfall events.

In 2020, Virginia created the Virginia Community Flood Preparedness Fund (Virginia Code §§ 10. 1-603. 24 and 10. 1-603. 25). Through this law, the state established a low-interest revolving loan fund to help local governments and communities adapt to increasing coastal and inland flooding from multiple, different sources, including sea-level rise and precipitation. The purpose of the fund is to enhance the state’s overall coastal resilience by funding flood prevention and mitigation projects, prioritizing projects in low-income areas and that are designed with nature-based solutions.

STORMTOOLS is a set of comprehensive mapping tools providing a series of maps and data sets that depict the sea level rise and storm surge in Rhode Island. The site now features a set of data layers for municipalities. STORMTOOLS is intended as a way to make the data outputs of a complex set of modeling processes freely available, and is designed to help homeowners and municipalities in Rhode Island better understand their risks from coastal storms and flooding, and to plan for sea level rise.

Established in 2023 through a one-time appropriation of $100 million in state funds, the Minnesota Climate Resiliency and Water Infrastructure Grant program provided funding for local and Tribal governments across the state to pursue climate resilience and infrastructure projects.

Through the passage of Senate Bill 198 on June 30, 2022, California created three programs focused on adapting surface transportation to climate change, both at the state and local level. The programs fund planning and project development and implementation efforts to identify and address vulnerabilities in the California transportation system and move toward building transportation resilience to climate impacts.
