Western Governors' Association Wildlife Corridors Initiative Report
June 2008
In response to policy resolution 07-01, Protecting Wildlife Migration Corridors and Crucial Wildlife Habitat in the West, the Western Governors' Association (WGA) launched a Wildlife Corridors Initiative in 2007, a multi-state and collaborative effort in which six work groups were charged with developing recommendations on various aspects of wildlife corridors and crucial habitat in the West.

Hotter and Drier: The West's Changed Climate
March 2008
Comparing average temperatures in the last five years to 20th century averages, the West has experienced 70 percent more warming than the world as a whole. This report assesses impacts the West faces with rising temperatures and changes in precipitation levels and patterns. Chapters 6 and 7 provide an overview of mitigation actions to date (2008) and makes high-level recommendations for policymakers. Appendix A provides a 100-year analysis of warming for each of the 11 states in the West (1908-2007).

Preparing the Pacific Northwest for Climate Change

This report presents an integrated framework for preparing natural, built, human and economic systems for climate change in the Pacific Northwest. This framework is intended to assist climate preparation efforts by public agencies, non-profits, and private companies throughout the Pacific Northwest. The report contains an integrated approach to climate change adaptation planning between each sector to enhance the benefits of climate adaptation across sectors. Sectors include: natural systems (biodiversity and ecosystems), built systems (transportation, water and energy infrastructure), human systems (public health, emergency management, and social services), and economic systems (forestry, agriculture, high-tech).

Preparing Oregon's Fish, Wildlife, and Habitats for Future Climate Change: A Guide for State Adaptation Efforts

Prepared by the Oregon Global Warming Commission's Fish and Wildlife Adaptation Subcommittee, this report outlines actions needed to better prepare natural systems in the state for climate change, with a specific focus on the management of fish and wildlife populations and their habitats. It reviews the state of knowledge about climate change relating to fish and wildlife populations, and it provides policy recommendations and research priorities for building a state fish and wildlife adaptation strategy.

Oregon's Final Report to the Governor - A Framework for Addressing Rapid Climate Change
January 2008
The state's Climate Change Integration Group (CCIG), through this report created in 2008, started the development of a framework to assist individuals, businesses, and governments in the state to incorporate climate change into their planning processes, based on observed impacts, and human and economic threats. The report is organized in 4 parts: 1) Preparation and Adaptation, 2) Mitigation, 3) Education and Outreach, and 4) Research, with a synthesis of key recommendations at the beginning. The Adaptation section largely defers to the Global Warming Commission, the anticipated successor group to the CCIG, and indicates that more work is needed to develop action strategies around preparation and adaptation.

The Importance of Climate Change for Future Wildfire Scenarios in the Western United States
December 2007
This report reviews current and projected climate variables that may affect the frequency and severity of wildfires in the Western U. S. for the 21st century. It is one of four case studies in an overall report, titled "Regional Impacts of Climate Change: Four Case Studies in the United States," that examines impacts of particular interest to different regions of the U. S. This section summarizes projections for the 21st century from vegetation models that integrate knowledge of past fire occurrence to simulate changes in fire patterns and their effect on carbon sequestration in western states.

Sea-Level Rise and Coastal Habitats in the Pacific Northwest: An Analysis for Puget Sound, Southwestern Washington, and Northwestern Oregon

This report, by the National Wildlife Federation, documents results from a study on the projected impacts of sea-level rise to key coastal habitats in the Pacific Northwest. The study modeled sea-level rise up to 2 meters, based on input from prior studies, and examined its effects including the inundation of estuarine beaches, loss of tidal flats and marshes, and the inundation of inland swamps. The report also provides a brief description of how these effects will impact wildlife. Finally, the report makes one broad recommendation for planners to account for sea-level rise in their habitat restoration projects.

Oregon House Bill 3543: Global Warming Actions
June 2007
Oregon House Bill 3543 from then Governor Kulongoski establishes greenhouse gas reduction goals and Oregon's first Global Warming Commission. The Commission was designated responsible for making recommendations to meet the greenhouse gas reduction targets, as well as examining cap and trade systems, developing an educational strategy on global warming issues, and tracking global warming impacts on Oregon. In addition, the bill creates the Oregon Climate Research Institute in the Oregon University System.
