Effectively Addressing Climate Change Through Adaptation for the Energy Gulf Coast

This presentation provides a synthesis of the analysis conducted on the economic impacts of climate change on the Gulf Coast. The research provides current and projected costs of storm surges, sea level rise, and wind related damage over the next 20 years. The risks, across numerous asset types, such as on-shore and off-shore oil and gas structures, and geographic areas are evaluated. Potential costs and benefits of numerous possible adaptation measures are presented. .

Coastal Vulnerability Assessment of the Northern Gulf of Mexico to Sea-Level Rise and Coastal Change
July 2010
This report, prepared by the U. S. Geologic Survey, uses an index to assess the vulnerability of the Gulf Coast - from Galveston, Texas to Panama City, Florida. The Coastal Vulnerability Index (CVI) applied is based on six factors that influence the risk sea-level rise poses: geomorphology, historical shoreline change rate, regional coastal slope, relative sea-level change, mean significant wave height, and mean tidal range. CVI data can be used in at least two ways: (1) as a way of identifying areas where physical changes are most likely to occur as sea-level rises, and (2) as a planning tool for managing and protecting resources along the Northern Gulf of Mexico.

Roadmap for Restoring Ecosystem Resiliency and Sustainability
March 2010
Created by the Louisiana-Mississippi Gulf Coast Ecosystem Restoration Working Group of the Executive Office of the President, under President Obama, this strategy document, or "roadmap," provides guidance to Working Group members to address policy, process, and legal hurdles to coastal restoration in the region. It outlines specific actions to take place over 18 months in 2010 and part of 2011 for these participating agencies. It also lays the foundation for a long-term vision to be achieved jointly with the states in the region.

Vulnerability and Climate Change in the U.S. Southeast
Oxfam America is funding programs in Louisiana and elsewhere in the Southeastern U.S. to help those most vulnerable to the impacts of climate change to adapt and be better prepared. The goal of this project is to bring a fuller understanding of social vulnerabilities due to climate change in the U.S. southeast region to the public through a multidisciplinary examination of risks, hazards, and disaster.

Building a Resilient Energy Gulf Coast: Executive Report
2010
Building a Resilient Energy Gulf Coast represents the first comprehensive analysis of climate risks and adaptation economics along the U.S. Gulf Coast. Entergy Corp., America’s third-largest utility company, commissioned this study looking at the potential damage to residential and commercial properties, infrastructure and assets across key energy sectors. According to the report, over the next 20 years, the Gulf Coast could face cumulative economic damages of some $350 billion.

Coastal Inundation Toolkit
The Coastal Inundation Toolkit was developed by the Digital Coast Partnership Group to help communities understand and address coastal inundation issues - where water covers what is normally dry land. Information and resources are organized into 5 stages: understanding coastal inundation, identifying community risks and vulnerabilities, creating inundation maps, communicating risks and vulnerability, and discovering what others are doing to address inundation. For each of these 5 areas, explanations and guidance are provided with links to the specific resources available from Digital Coast to support that specific step in the process, making this a user-friendly way to support assessments and planning for sea level rise and extreme weather events.

City of Biloxi, Mississippi's 2009 Comprehensive Plan
December 2009
In 2009, the City of Biloxi, Mississippi, updated its 2020 Comprehensive Plan to reflect a new vision of Biloxi as a “prosperous, resilient city for the 21st century. ” Hurricane Katrina highlighted the city’s land use vulnerabilities and development challenges. In the land-use chapter (ch. 3) the plan discusses potential impacts from climate change, including an anticipated rise in sea levels of between 2 to 4 feet, increasingly intense storms, and more heavy downpour events. Further, the plan identifies sea-level rise and warming ocean temperatures as a threat to wetlands, aquatic ecosystems, and indigenous tree cover.

USGCRP Global Climate Change Impacts in the U.S. - Energy Supply and Use

This report is one of seven sector-specific chapters from the United States Global Change Research Program's comprehensive 2009 National Climate Assessment, "Global Climate Change Impacts in the U. S. " The 'Energy Supply and Use' chapter synthesizes current and projected impacts from climate change to the energy sector in the U. S. The chapter points out that in addition to its role as a primary cause of global warming, the energy sector will be significantly affected by the impacts of rising temperatures.

Gulf Coast Governors' Action Plan II: For Healthy and Resilient Coasts (2009-2014)
2009
The Gulf of Mexico Alliance, a network of federal agencies and Gulf Coast state agencies, resource managers and planners, prepared this 5-year regional plan for action that addresses several climate related issues facing the Gulf. The plan addresses four distinct challenges: 1) the need to maintain healthy Gulf Coast economies while using coastal resources sustainably; 2) the imperative of improving the health of Gulf ecosystems; 3) adapting to sea-level rise; and 4) mitigating the effects of decreased water quality.
