Guidelines for Implementation of the California Environmental Quality Act (CEQA)

On December 30, 2009 the California Natural Resources Agency adopted the California Environmental Quality Act (CEQA) Guidelines Amendments. The new CEQA Guidelines require projects subject to CEQA to consider potential environmental effects caused by GHG emissions.

Iowa Code 2009, Title 11, Subtitle 4, Section 473 - Energy Development and Conservation
November 4, 2009
Following a report in December 2008 from the Iowa Climate Change Advisory Council, the Iowa Legislature requested additional information on the ramifications of climate change for the state, and enacted a new bill in 2009 (Sec. 27, Section 473.7, Code 2009 amended) requiring a climate change impacts review to be conducted and reported. The resulting report, "Climate Change Impacts on Iowa" was then produced by the Climate Council in 2010.

Executive Order 13514: Federal Leadership in Environmental, Energy, and Economic Performance
October 5, 2009
On October 5, 2009, President Obama signed Executive Order 13514, that set sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Order establishes an integrated strategy towards sustainability in the Federal Government, and makes the reduction of greenhouse gas emissions a priority for Federal agencies. In addition, every federal agency is directed to develop, implement, and annually update an integrated Strategic Sustainability Performance Plan.

Secretarial Order 3291: Delegation of Authority to Implement the Navajo-Gallup Water Supply Project, New Mexico
October 1, 2009
Signed by Secretary of the Interior Kenneth Salazar, this 2009 secretarial order delegates to the U.S. Bureau of Reclamation the authority to construct, operate, and maintain the Navajo-Gallup Water Supply Project, New Mexico, which provides a municipal and industrial water supply to the eastern section of the Navajo Nation, the southwestern part of the Jicarilla Apache Nation, and the City of Gallup, New Mexico.

New York State Executive Order 24: Establishing a Goal to Reduce GHG Emissions 80% by 2050 and Preparing a Climate Action Plan

In August 2009, Governor Patterson signed Executive Order 24 to address climate change in the State of New York. EO 24 established a goal to reduce greenhouse gas emissions in the state, as well as requiring a Climate Action Plan to address both mitigation and adaptation for key economic sectors.

Washington State Agency Climate Leadership - WA SB 5560

The Washington State Agency Climate Leadership bill was signed into law in July of 2009 by then Governor Gregoire. The legislation mandates an integrated climate change response strategy from multiple state agencies, to enable Washington's agencies, businesses, NGOs and individuals to adapt to the impacts of climate change.

Illinois SB 1489: Green Infrastructure for Clean Water Act
June 30, 2009
The Green Infrastructure for Clean Water Act required the Illinois Environmental Protection Agency to adopt comprehensive storm water management rules that meet certain requirements by July 1, 2012. Beginning in 2010, the agency was required to: implement a storm water permit fee program adequate to support the adoption and implementation of State storm water regulations as required by the Act; establish a Statewide standard for storm water management programs in order to transition toward the use of green infrastructure as the predominant storm water management strategy; review its rules on the distribution of money from the Water Revolving Fund; and endeavor to establish new criteria which prioritize the use of green infrastructure in all projects involving storm water management and water efficiency.

Executive Order 13508 - Chesapeake Bay Protection and Restoration

Shoreline Impacts, Setback Policy and Sea Level Rise - Hawaii
April 2009
Published by the Center for Island Climate Adaptation and Policy (ICAP) at the University of Hawaii's Sea Grant program, this project analyzed legislation proposed to change Hawaii's coastal setback laws. ICAP prepared this whitepaper at the request of then Senator Shan Tsutsui, whose office sought a technical evaluation of Senate Bill 468 (relating to shoreline setbacks). ICAP finds that SB 468 as originally introduced would have a beneficial net impact on coastal resiliency for the State of Hawai‘i.
