NOAA Coastal Zone Enhancement Grants (Section 309)

NOAA's Coastal Zone Enhancement Program (CFDA Number: 11. 419) provides formula grants to state and territorial coastal zone management programs to help jurisdictions enhance and improve the management of coastal resources in nine "enhancement areas" (defined below).  Funds are provided directly to states that can use those grants to assess their coastal management programs and identify opportunities to enhance the effectiveness of their programs.  Grants are used to develop legal and policy changes and cannot be used for capital projects.

Puget Sound Watershed Management Assistance Program

The Puget Sound is a coastal/inland waterway in Washington state, and is considered to be one of the most ecologically diverse ecosystems in North America. The U. S. Environmental Protection Agency's (EPA) Puget Sound Watershed Management Assistance Program supports the protection and restoration of Puget Sound aquatic resources in areas threatened by development. These grants are given to local and tribal governments and special purpose districts. The grants support the development of land use management tools to manage and minimize the effects of population and economic growth on water quality and aquatic habitat.

Pre-Disaster Mitigation Grant Program

The Pre-Disaster Mitigation (PDM) program (CFDA Number: 97. 047) provides funding to support states, territories, Indian tribal governments, communities, and universities for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. This program promotes implementation of activities designed to reduce injuries, loss of life, and damage and destruction to property from natural hazards.  PDM grants are to be awarded on a competitive basis and without reference to state allocations, quotas, or other formula-based allocation of funds.

Wetland Program Development Grants

Regional Wetland Program Development Grants assist State, Tribal, and local government agencies, as well as interstate/intertribal entities in building programs which protect, manage, and restore wetlands. The primary focus of the grants are to build state and tribal wetland programs. A secondary focus is to build local (e.g. county or municipal) programs.

Coastal Zone Management Administration formula grants and project grants are awarded to assist any coastal state, including those that border the Great Lakes and non-continental U.S. territories, in implementing and enhancing coastal zone management and related programs that have been approved by the Secretary of Commerce.

Coastal Zone Management Estuarine Research Reserves Project Grants

Coastal Zone Management Estuarine Research Reserves project grants are awarded to coastal states, including those that border the Great Lakes and non-continental U. S. territories, to assist in the development, acquisition, monitoring, research, education, operation and facilities construction for National Estuarine Research Reserves. These grants are provided for the purpose of creating natural field laboratories to gather data and make studies of, and educate people about the natural and human processes occurring within the estuaries of the coastal zone.

NOAA Habitat Conservation Project Grants

Habitat conservation project grants and cooperative agreements are awarded for habitat conservation activities including coastal and marine habitat restoration and protection. Projects are funded to carry out public policy pertaining to protection and restoration of the nation's wetlands and other coastal habitats including those of the Great Lakes.
