The U. S. Geological Survey requested that the National Research Council review and provide guidance on the direction and priorities of the National Water Quality Assessment (NAWQA) Program. The Council put together a committee to provide an assessment of the NAWQA Program's Science Framework in terms of whether it sets forth adequately the priorities for the future which will be addressed in the third cycle of the program. The report recommends that activities in this cycle be organized around two drivers of stressed water supplies and related ecosystems: change in land use, and climate variability and change.

The guidance was designed to help agencies, primarily the Bureau of Land Management, to develop planning frameworks that were to be implemented starting in 2010.

The U. S. Fish and Wildlife Service’s (USFWS) National Conservation Training Center (NCTC) provides training opportunities for FWS staff to increase their knowledge of climate science and climate change as they relate to resource management. NCTC also partners with others to bring field scientists and practitioners new learning opportunities in the form of on-line courses, workshops, and webinars. While some courses are specifically designed for Fish and Wildlife Service employees, most are relevant to any conservation professional.

The report summarizes implementation progress of the Maryland Commission on Climate Change policy recommendations as identified in the state's 2008 Climate Action Plan. The Climate Action Plan contains 19 policy recommendations that focus on climate change adaptation, primarily for sea-level rise and coastal storm surge - from both the Mitigation Working Group's (MWG) and the Adaptation Response Working Groups' (ARWG). For each of the recommendations brief updates are provided, including any institutional, regulatory or legislative actions.

The Water Utility Climate Alliance (WUCA) developed this white paper to present multiple-outcome planning techniques to water utilities interested in incorporating climate change into their planning. Many water utilities currently are engaged in, or considering, vulnerability assessments and will be seeking guidance on how to incorporate the large range of new information into their planning. This white paper is intended to guide those wanting to move forward with the adaptation process.

From the U. S. Department of Housing and Urban Development (HUD) Office of Economic Resilience, the Sustainable Communities Initiative (SCI) Provides grants to improve regional and local planning efforts that integrate housing and transportation decisions, and that support sustainable development. The Green Infrastructure and the Sustainable Communities Initiative report provides case studies of 30 local governments who have used U. S. HUD Sustainable Communities Regional Planning Grants or Community Challenge Planning Grants to fund green infrastructure programs.

The Adaptation Advisory Group (AAG) to the Alaska Climate Change Sub-Cabinet created this adaptation response plan as part of Alaska's overall climate change strategy, which also addresses mitigation and research needs, and includes a special Immediate Action Workgroup report. The U. S. Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA) have built a partnership to to support state and local coastal development innovations. Under the agreement, the two agencies will partner with local communities and other governmental entities to give waterfront communities the tools and resources they need to benefit the economy, public health, and the environment while protecting coastal ecosystems, including anticipating and reducing the impacts of climate change.

This Article argues for a flexible model of climate change adaptation law to increase the resilience and adaptive capacity of socio-ecological systems. It provides cases of climate change impacts already having a profound impact on these systems, and makes an argument for why environmental laws and policies are not keeping up with the changes afoot. It lays out five principles and several sub-principles for environmental regulation and natural resource management, to guide climate change adaptation law.
