Hawaii Highways Climate Adaptation Action Plan

May 2021

In May 2021, the Hawaii Department of Transportation (HDOT) Highways Division released the Hawaii Highways Climate Adaptation Action Plan. The Action Plan will serve as a roadmap to make Hawaii’s highways more resilient to climate change based on a forward-looking analysis that recognizes the impacts of climate change-related hazards on transportation assets. This is a noteworthy step for Hawaii, which is updating its traditional highway design and planning processes.  The Action Plan is a useful example for state departments of transportation, local metropolitan planning organizations, and other planners and policymakers looking to incorporate climate change impacts and considerations into transportation exposure assessments, plans, and designs.

Nature-Based Goals and Actions in Local Mitigation Plans

May 2021

The Environment law Institute (ELI) report “Nature-Based Goals and Actions in Local Mitigation Plans” examines the extent to which nature-based strategies (NBS) are included in the hazard mitigation plans (HMPs) written by county and regional authorities. About three-fifths of the HMPs reviewed by ELI include some type of nature-based mitigation, with the plurality of actions being in restoration and “conservation/preservation/management.”

West Virginia Senate Bill 389 (2021): Relating to State Resiliency Office responsibility to plan for emergency and disaster response, recovery, and resiliency

West Virginia Senate Bill 389, enacted in 2021, amended the duties of the State Resiliency Office, which was initially established in 2017 through HB 2935, and formally established a State Resiliency Officer position to lead the Office.

All-In Clark County: Clark County's Sustainability and Climate Action Plan

February 16, 2021

On February 16, 2021, the Clark County, Nevada Board of Commissioners approved the Sustainability and Climate Action Plan under the initiative “All-In Clark County. ” This initiative works to build a more sustainable future through taking bold actions to reduce greenhouse gas emissions and to prepare communities for the impacts of climate change. The Plan is guided by four principles: resilience (social, economic, and built environment), transparency, equity, and greenhouse gas reductions.

Miami-Dade County, Florida: Sea Level Rise Strategy

February 2021

In February 2021, Miami-Dade County, in collaboration with private consulting partners, released the Miami-Dade County Sea Level Rise Strategy. The strategy outlines the five different ways that the County, its agencies, and its partners can facilitate county-wide adaptation to climate impacts, especially sea-level rise: 1. ) building on fill; 2. ) building like the keys; 3. ) building on high ground around transit; 4. ) expanding greenways and blueways; and 5. ) creating blue and green neighborhoods.

The Cost of Climate: America’s Growing Flood Risk

February 2021

In February 2021, the First Street Foundation released a report -- The Cost of Climate -- that analyzes the financial risks and economic impacts of flooding across the country. As a whole, the report estimated losses from current and future flood risks to residential properties in the contiguous United States. Current annual flood losses are estimated to be around $20 billion. With sea-level rise and increased freshwater flooding from climate change, these annual flood losses are estimated to increase by 61% to $32 billion by 2051.

S.3418 – Safeguarding Tomorrow through Ongoing Risk Mitigation Act of 2020 (STORM Act)

January 1, 2021

The Safeguarding Tomorrow through Ongoing Risk Mitigation Act of 2020 (STORM Act), enacted January 1st, 2021, amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U. S. C. 5131) to authorize grants to establish hazard mitigation revolving loan fund programs. The programs are intended to fund projects that mitigate natural hazards including wildfires, earthquakes, drought, severe storm events, erosion, storm surges, and high water levels. The goal of the federal funding is to support risk reduction for local governments by decreasing loss of life and property, insurance costs, and the necessity for future federal disaster relief.

Honolulu, Hawaii Ordinance 20-47 - Office of Resilience

December 23, 2020

In December 2020, the Mayor of Honolulu signed Ordinance 20-47 (Ordinance), which formally codifies the responsibilities of the previously-established City of Honolulu Office of Resilience (Resilience Office), which include coordinating a coastal and water program, a climate resilience and equity program, and a food sustainability program. The Ordinance is meant to address climate change concerns by building on previous ordinances, and implements a ‘one water’ policy for the city.

A Resilient Future for Coastal Communities: Federal Policy Recommendations from Solutions in Practice

October 2020

The Energy and Environmental Study Institute’s (EESI) October 2020 report contains 30 actionable recommendations, guided by 6 principles, on how the federal government can better support coastal resilience. The report emphasizes throughout the importance of consultation with local communities in designing programs and policies related to adaptation and resilience to ensure their specific needs are met. It also describes how the policy recommendations can be implemented, including identifying Congressional Committees with relevant jurisdiction.
