National Climate Assessment

The U. S. Global Change Research Program (USGCRP) has a legal mandate to conduct a National Climate Assessment (NCA) every four years, the third and most recent of which was released in May 2014. Summarizing current and future climate change impacts across the nation, the NCA is the most comprehensive assessment of climate change impacts ever conducted in the U. S.   The new report is presented on a highly interactive website, with a stunning visual presentation, intended to fully engage the general public along with decision-makers.

The Role of Buildings in Climate Adaptation

May 2014

With a focus on New Jersey, the report discusses considerations related to buildings that can be part of an adaptation strategy. Infrastructure vulnerability is discussed in terms of the social, economic, and environmental impacts that damaged buildings can create. The report describes the aftermath of Superstorm Sandy and the current state of preparedness, and makes a number of recommendations on how the state can improve building resilience.

Toward a Climate-Resilient Austin

May 1, 2014

This report initiates the City’s planning process for climate adaptation and resiliency for Austin, Texas; which was commissioned by the Austin City Council. Drawing on climate projections for Central Texas, the report includes a preliminary analysis of Austin’s climate-related threats and potential impacts to the operations and assets of nine city departments. Final recommendations are provided, focused on improving climate projections and vulnerability assessments, integrating resilience strategies within departmental planning, and coordinating with regional partners.

Lafourche Parish, Louisiana Comprehensive Resiliency Plan

April 8, 2014

Lafourche Parish in coastal Louisiana created a comprehensive resiliency plan to guide economic development, transportation and land use investments in the parish for the next 20 years, as well as to strengthen local resiliency to natural disasters. In an effort to make wiser and more coordinated development decisions, Lafourche Parish, with the assistance of the Center for Planning Excellence and Office of Community Development, has collaborated with citizens and local businesses to produce this planning document that will provide a blueprint and recommendations for growth and development in Lafourche.

City Resilience Framework

April 2014 (Updated December 2015)

Supported by The Rockefeller Foundation and developed by Arup’s International Development team, the City Resilience Framework is a holistic, evidence-based framework for understanding city resilience to inform urban planning and investment decisions. The Rockefeller Foundation is using the framework to create resilience-building agendas at city-level with current members of their 100 Resilient Cities Network. Presenting an inclusive method for articulating city resilience, the framework underpins and reinforces the City Resilience Index's full suite of indicators and variables.

Floods in Boulder: A Study of Resilience

April 2014

This research examines a potentially catastrophic flooding event in Boulder, Colorado in September 2013. Though the scale of flooding was unprecedented, “only” 10 lives were lost, most infrastructure was maintained, and the recovery has been considered successful. In this study, the Institute for Social and Environmental Transition (ISET) examines Boulder’s demonstrated flood resilience, and how the physical and human systems, as well as legal and cultural norms played into Boulder's flood response.

One City, Rebuilding Together: A Report on the City of New York's Response to Hurricane Sandy and the Path Forward

April 2014

This report reviews New York City’s housing recovery efforts after Hurricane Sandy through the “Build It Back” program. The report highlights actions already taken by the City to address existing concerns with the program and makes extensive recommendations for other changes, representing a major overhaul of currently active recovery programs. The city’s broader efforts around resiliency management and planning are described, as well as an updated strategy to improve New York’s recovery programs is provided.

Climate Change: Energy Infrastructure Risks and Adaptation Efforts (GAO-14-74)

The U. S. Government Accountability Office (GAO) has examined the vulnerability of the nation's energy infrastructure to climate change impacts. This report describes their findings including: (1) what is known about potential impacts of climate change on U. S. energy infrastructure; (2) measures that can reduce climate-related risks and adapt energy infrastructure to climate change; and (3) the role of the federal government in adapting energy infrastructure and adaptation steps selected federal entities have taken.

Rhode Island E.O. 14-01: Creates an Executive Climate Change Council

February 21, 2014

In February, 2014, Governor Lincoln Chafee signed Executive Order 14-01, creating the Rhode Island Executive Climate Change Council (EC3). The Council was charged with taking a lead role in developing a comprehensive approach, including both emissions reductions and adaptation planning, to address the potential threats from climate change to the state’s environment, economy, and people. The Governor established the EC3 to advise him, the General Assembly and the public on how the State and its communities can best prepare for the impacts of climate change.
