The Federal Highway Administration (FHWA) manual Highways in the River Environment - Floodplains, Extreme Events, Risk, and Resilience provides technical guidance to assist transportation agencies in assessing vulnerabilities of assets and facilities to climate change and extreme events occurring in riverine environments. It includes new information on how to account for changing precipitation conditions including more frequent and extreme weather events that may affect transportation infrastructure and drainage systems in riverine environments, consisting of rivers and streams, lakes, wetlands, and other natural features conveying water.

The purpose of the framework is to help communities assess potential impacts to local business and their overall economic vulnerabilities to climate change. The framework can be used to help communities integrate economic resilience into existing plans, such as comprehensive plans, hazard mitigation plans, economic development plans, capital improvement plans, transportation plans, etc.

C40 Cities Climate Leadership Group has developed a series of eleven Good Practice Guides for reducing greenhouse gas emissions and climate vulnerabilities. Climate Change Adaptation in Delta Cities provides a review of successful approaches drawn from the experiences of cities engaged in C40’s Connecting Delta Cities Network, which are relevant for coastal river delta cities around the world. The good practices shared in the report range from strategies to complete case studies from cities such as Jakarta, Copenhagen, London and New York.

Prepared by National Institute of Standards and Technology (NIST) economists, the Community Resilience Economic Decision Guide for Buildings and Infrastructure Systems provides a standard economic methodology for evaluating investment decisions aimed to improve the ability of communities to adapt to, withstand, and quickly recover from disasters. The San Francisco Bay Conservation and Development Commission (BCDC) Adapting to Rising Tides (ART) program is focused on helping shoreline communities in the San Francisco Bay area, spanning 10 California counties, to plan for sea-level rise and other climate impacts. Since 2010, the ART Program leads and supports multi-sector, cross-jurisdictional projects that build local and regional capacity in the SF Bay Area to plan for and implement adaptation responses. ART evaluates potential shoreline impacts, vulnerabilities, and risks; identifies effective adaptation strategies that will lead to stronger, more resilient shoreline communities; and develops adaptation planning tools and resources that are useful to communities throughout the Bay Area.

The guide provides a methodology for communities to develop long-term plans by engaging stakeholders, establishing performance goals for buildings and infrastructure systems, and developing an implementation strategy.

The Sabin Center for Climate Change Law at Columbia Law School published these model protocols for government agencies assessing climate change impacts to determine categorical exclusions (CEs), and while preparing environmental assessments (EAs) and environmental impact statements (EISs). The protocols recommend a precautionary approach to assessing and disclosing impacts and suggest evaluating and disclosing climate change impacts when conducting environmental reviews, using multiple projection scenarios when assessing potential impacts of climate change, having appropriate scope and depth of analysis for the magnitude of risk of a project, and assessing climate impacts in the contexts of a future baseline, the purpose and need of a project, and the potential vulnerability of a project to climate change impacts.

This Guidebook is designed for local governments of coastal communities in Florida interested in integrating Adaptation Action Areas (AAAs) into policy and operational frameworks. Adopted into the Florida Statute in 2011 through the Community Planning Act, an “Adaptation Action Area” is an optional designation within a local government comprehensive plan for areas that experience coastal flooding and sea-level rise - for the purpose of prioritizing funding for infrastructure needs and adaptation planning.
