City of Boston: Climate Resilient Design Standards and Guidelines for Protection of Public Rights-of-way

October 17, 2018

In 2018, the City of Boston’s Public Works Department issued standards and guidelines for climate-resilient infrastructure to protect public rights-of-way from an expected 40-inch increase in sea level by 2070. In particular, the guidelines are intended to inform height adjustments for structures to account for sea-level rise, and establish a climate-resilient design process for shoreline barriers. City engineers and designers will be able to use these guidelines to inform designs for flood barriers protecting public rights-of-way to ensure they are prepared for the acute and chronic flooding conditions expected in coming years.

Paying for Climate Adaptation in California: A Primer for Practitioners

This guide provides information for local, state and regional practitioners in California on how to pay for the investments needed to prepare for the impacts of climate change. It provides an analysis of the legal context for funding and financing adaptation investments in California and catalogues different sources of funding that could be used to pay for adaptation. The report also provides equity principles that could be used for directing investments in climate resilience.

Cleveland, Ohio Climate Action Plan - 2018 Update

September 21, 2018

The Cleveland Climate Action Plan (CAP) addresses the need to build climate change resilience while prioritizing social and racial equity and the development of “green jobs.” The CAP was developed through twelve workshops held throughout the city, and the majority (54%) of the 300 attendees were people of color. The CAP is supported by a 90 member Climate Action Advisory Committee (CAAC) that includes membership from a number of environmental and community based organizations. A subset of the CAAC developed a Racial Equity Tool that was used to review each action item under consideration for the plan. The CAP aims to reduce flooding, increase water supply, and improve water quality by promoting green spaces that reduce runoff and combined sewer overflows (CSOs). This plan has resulted in improved water efficiency and the amount of wastewater overflow in the city decreasing from 5 billion gallons per day (Bgal/d) in 2011 to 4.1 Bgal/d in 2015.

Environmental Resilience Institute Toolkit

The Environmental Resilience Institute Toolkit (ERIT) is a publicly-accessible online tool designed primarily for communities of Indiana and midwestern states to assess, prepare for, and respond to “environmental change. ” ERIT has a special emphasis on Midwestern communities but includes resources for small to mid-sized communities in both rural and urban areas across the U. S. The toolkit includes case studies, adaptation strategies, adaptation planning tools, and potential funding sources.

California's Fourth Climate Change Assessment

California’s statewide assessment of climate change impacts utilizes updated climate science to investigate vulnerability at the local scale and inform adaptation and resilience planning. The fourth climate change assessment includes 44 technical reports on projected impacts to specific sectors and potential responses, 30 summary reports, 9 regional reports, and 3 statewide topical reports on oceans and coasts, tribal and indigenous communities, and environmental justice impacts of climate change.

Massachusetts H 4835 - An Act Promoting Climate Change Adaptation, Environmental and Natural Resource Protection and Investment in Recreational Assets and Opportunity

August 21, 2018

Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state.  H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.

Smart Policies for a Changing Climate: the Report and Recommendations of the ASLA Blue Ribbon Panel on Climate Change and Resilience

The American Society of Landscape Architects (ASLA) interdisciplinary Blue Ribbon Panel on Climate Change and Resilience has identified key planning and design strategies, and public policies to establish healthy, climate-smart, and resilient communities. The strategies are founded on core principles of design for natural systems, community development, vulnerable communities, transportation and agriculture.   Many of these policy recommendations focus on the integration of climate resilience and adaptation into land use planning and development.

Portland, Oregon Central City 2035 Plan

July 9, 2018

As part of Portland Oregon’s Comprehensive Plan, the Central City 2035 Plan is the primary guiding policy document for Portland’s urban center. The plan offers goals, policies and tools to guide growth and development for largest “center” in Portland that, by 2035, will be home to 30% of Portland’s population growth, on 3% of its land area. One of the primary goals of the plan is to increase the resilience of the Central City to climate change, and policies are proposed for natural hazard, climate change and flooding resilience.

Resilient Rhody: An Actionable Vision for Addressing the Impacts of Climate Change in Rhode Island

Resilient Rhody is the state of Rhode Island's first climate adaptation strategy which addresses the impacts of climate change to the state’s critical infrastructure and utilities, natural systems (upland and coastal), emergency preparedness, and community health and resilience. Strategic actions are  outlined for these four thematic areas, and an additional chapter highlights financing mechanisms for these recommendations.   An “action plan to stand up to climate change” was required by Governor Raimondo’s 2017 Executive Order 17-10.

Colorado Climate Plan 2018 Update - State Level Policies and Strategies to Mitigate and Adapt

July 2018

Colorado published its first Climate Plan in 2007, and advanced the plan with State Level Policies and Strategies to Mitigate and Adapt in 2015. This version, updated in 2018, incorporates additional commitments to climate action, as laid out in Governor Hickenlooper’s 2017 executive order.  The Climate Plan focuses on eight main sectors including water, public health, greenhouse gas emissions, energy, transportation, agriculture, tourism and recreation, and ecosystems. Updated climate mitigation and adaptation strategies and policy recommendations are given for each of the sectors.
