Oregon Dept. of Transportation Climate Change Adaptation Strategy Report

April 2012

The Oregon Department of Transportation’s (ODOT) Climate Change Adaptation Strategy Report is intended to provide a preliminary assessment of likely climate change impacts on ODOT assets and operations and adaptation strategies. ODOT is responsible for more than 19,000 lane miles of state highway, 2,700 bridges, thousands of culverts, and other critical infrastructure. All of this infrastructure is potentially vulnerable to the impacts of climate change, such as increased incidence of landslides, flooding, coastal erosion, and wildfires.

Development of a Methodology for the Assessment of Sea Level Rise Impacts on Florida’s Transportation Modes and Infrastructure

January 2012

This report provides a methodology for assessing the impacts of sea-level rise (SLR) on Florida transportation infrastructure. The report analyzes the advantages and disadvantages of different methods of forecasting SLR in Florida and provides recommendations for how those methods should be used by the Florida Department of Transportation (FDOT). The report also provides recommendations for identifying vulnerable transportation assets and addressing potential impacts of SLR to those assets. After this methodology was developed, FDOT funded a subsequent project to develop a GIS-based planning tool that aids in statewide and regional assessments of transportation asset vulnerability to SLR.

Climate Change Impact Assessment for Surface Transportation in the Pacific Northwest and Alaska

January 2012

The Climate Change Impact Assessment (Assessment) provides a preliminary analysis of the vulnerabilities posed by climate change to the surface transportation infrastructure system in the Pacific Northwest and Alaska region. The Assessment demonstrates a method that planners, engineers, and other agency decision makers can follow when assessing the impacts of climate change on surface transportation in their jurisdiction. The Assessment was conducted for the Region X Northwest Transportation Consortium for transportation policymakers and professionals in Alaska, Idaho, Oregon, and Washington.

Risk Assessment of Toronto’s Culverts Using the Canadian Public Infrastructure Engineering Vulnerability Committee (PIEVC) Protocol

December 2011

The City of Toronto utilized a risk assessment tool to help evaluate the risk of climate impacts on the City’s culverts. The PIEVC Protocol, developed by the Canadian Public Infrastructure Engineering Vulnerability Committee (PIEVC), is a step-by-step protocol in which risk scoring systems incorporate climate modeling data to outline explicit procedures to help engineers design a particular structure to withstand current and future climatic conditions. Although this study evaluated only three Toronto culverts, the results can be used to assist Toronto in incorporating climate change adaptation into the design, development and management of all of its culverts - and could be applied in other municipalities as well.

Application of the Climate Change Adaptation Tool for Transportation to the Mid-Atlantic Region

December 2011

Using the Mid-Atlantic region as a case study, a University of Delaware team tested the real-world applicability of the Climate Change Adaptation Tool for Transportation (CCATT), a Microsoft Excel-based tool to help transportation agencies and MPOs assess climate impacts and evaluate adaptation options for transportation projects. The team applied the methodology behind the tool to evaluate the impacts of temperature, sea-level rise, and precipitation to the transportation infrastructure in New Castle County, DE, the focus area of the Wilmington Area Planning Council (WILMAPCO).

Washington State DOT Climate Impacts Vulnerability Assessment

November 2011

The Washington State Department of Transportation (WSDOT) has written this report in fulfillment of a grant from the Federal Highway Administration (FHWA) to test its conceptual climate risk assessment model developed for transportation infrastructure. WSDOT applied the model using scenario planning in a series of statewide workshops, using local experts, to create a qualitative assessment of climate vulnerability on its assets in each region and mode of transportation across Washington. This report conveys WSDOT’s feedback on the conceptual model and the lessons learned while applying the model to their assets.

Oahu MPO Transportation Asset Climate Change Risk Assessment

November 2011

The Oahu Metropolitan Planning Organization (OahuMPO) was selected by the Federal Highway Administration (FHWA) as one of five pilots nationwide chosen in 2010 to perform and evaluate a risk assessment of climate change on important transportation assets.

Responding to Climate Change in New York State: ClimAID – Transportation Chapter

November 2011

This state-level assessment provides information on New York's vulnerability to climate change and is specifically designed to assist in the development of adaptation strategies. The goal of the Integrated Assessment for Effective Climate Change Adaptation Strategies in New York State (ClimAID) is to provide decision-makers with progressive information on climate change effects on the state, and to facilitate adaptation planning. The ClimAID report reviews climate change impacts and adaptation options for eight sectors in New York including water resources, coastal zones, ecosystems, agriculture, energy, transportation, public health and telecommunications.

Adapting to Rising Tides: Transportation Vulnerability and Risk Assessment Pilot Project

November 2011

The San Francisco Bay Conservation and Development Commission (BCDC) has partnered with the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center to work with San Francisco Bay Area shoreline communities on planning for sea level rise and other climate change related impacts in a project called Adapting to Rising Tides (ART). The project involves evaluating potential shoreline impacts, vulnerabilities, and risks while identifying effective adaptation strategies. ART develops and refines adaptation planning tools and resources that will be useful to communities throughout the Bay Area, ultimately to protect ecosystem and community services.

Federal Triangle Stormwater Drainage Study

October 2011

The Federal Triangle Stormwater Drainage study analyzed the causes of a 2006 flood event that put the Federal Triangle Area of Washington D. C. under up to 3 feet of water, including several major traffic arteries, tunnels, and subway stations. The Study analyzes possible alternatives to reducing the risk of interior drainage flooding, including permeable pavements and other Low Impact Development (LID) techniques. In considering the causes of flooding in the area, the Study uses the 200-year flood as a proxy for assessing how climate change may increase flood risks and the frequency of severe storm events.
