The Community Change Grant Equitable Resilience technical assistance program, an initiative spearheaded by the U.S. the Environmental Protection Agency, will provide free assistance to entities applying for Community Change Grants. EPA plans to offer this technical assistance to up to 50 Community Change Grants applicants. The program will provide free project development assistance, community engagement, and partnership development workshops.

In recent years, Seattle Public Utilities (SPU), which is the city’s water utility and provides drinking water and wastewater treatment, has strongly emphasized community engagement and equity issues through the creation of a variety of organizations and programs. One organization, Connect Capital, which is comprised of SPU staff and members of a community foundation and a community organization, advises SPU on how to ensure that the benefits of future investments are equitable and address climate threats to those at risk of displacement. One result of Connect Capital’s encouragement is SPU’s investment in infrastructure in frontline communities, such as the South Park Neighborhood. Another equitable initiative under SPU is the Utility Discount Program, under which seniors, persons with disabilities, and low-income customers receive a reduction in their water and electricity bills. Households with incomes at or below 70% of state median income pay only 50% of their SPU bill. Further still, SPU’s Environmental Justice and Service Equity Division aims to promote inclusive community engagement and collaboration.

In July 2020, the US Water Alliance released the report Water Rising: Equitable Approaches to Urban Flooding . The Report focuses on providing best practices for equitable solutions to flood control and resilience. It proposes five priority actions that policymakers can undertake to achieve this work: using data to identify risks, assets, and community vulnerabilities; committing to ongoing and meaningful community engagement; setting a proactive vision and building strategic alignment with that vision; fully incorporating equity into any resilience planning processes; and emphasizing that investors target frontline communities.

From the National Association for the Advancement of Colored People (NAACP), this comprehensive Toolkit provides a series of modules to help NAACP chapters and other advocates mediate climate adaptation planning processes and ensure that adaptation plans and policies meet local needs, while focusing on frontline communities, environmental and climate justice, and equity. The Toolkit provides guidance to help community groups and advocates develop an Environmental and Climate Justice (ECJ) Committee to inform adaptation planning and policy through 19 different Modules.

Formed in 2006, the Community Water Center (CWC) is a grassroots organization in California’s Central Valley that works to combat water insecurity in frontline communities through community organizing, policy advocacy and public education to influence water governance and decision making. Many residents of the Central Valley are from low income, predominantly Latinx communities that deal with water scarcity, groundwater contamination, or a lack of proper infrastructure. CWC provides technical and legal assistance for frontline communities, training residents as clean water advocates and helping to secure funding for sustainable drinking water projects.

The organization’s 10th year anniversary report is a presentation of successfully implemented solutions for adapting our water usage to the changing climate. This report summarizes a year of dialogue organized by The Nature Conservancy, the Southeastern Connecticut Council of Governments, and Southeastern Connecticut Enterprise Region that aimed to develop a shared understanding of resilience for the region and potential solutions. This was the first regional resilience effort in Connecticut. The report details the key issues identified through a series of “challenges workshop dialogues,” in which participants conceptualized challenges relevant to water, food, ecosystems, transportation, energy, and the economy.

The Chesapeake Bay Landscape Professional (CBLP) Certification Program is a voluntary credential for professionals who design, install and maintain sustainable landscapes in the Chesapeake Bay watershed. The goal of the certification program is to certify professionals throughout the watershed who can maintain conservation landscapes that help reduce stormwater runoff, in turn benefiting local residents and ecosystems.

Climate Resilient and Equitable Water Systems (CREWS) consists of 24 nonprofits - Kresge Foundation grantees - who are building solutions for low-income communities in U. S. cities to adapt to climate enhanced storm and flood impacts. CREWS programs are transforming urban stormwater and wastewater systems with climate resilient integrated water-management practices and socially equitable solutions. CREWS is an initiative of the Kresge Foundation’s Environment Program, focused on climate resilience through adaptation, mitigation, and social justice.
