DC Water and Sewer Authority (DC Water), the water utility in Washington, D. C. , has announced the nation’s first Environmental Impact Bond (EIB), an innovative bond to fund the construction of green infrastructure to manage stormwater runoff and improve the District’s water quality. The $25 million, tax-exempt EIB was sold in a private placement to the Goldman Sachs Urban Investment Group and Calvert Foundation to fund the initial green infrastructure project in its DC Clean Rivers Project, a $2.

C40 Cities Climate Leadership Group has developed a series of eleven Good Practice Guides for reducing greenhouse gas emissions and climate vulnerabilities. Climate Change Adaptation in Delta Cities provides a review of successful approaches drawn from the experiences of cities engaged in C40’s Connecting Delta Cities Network, which are relevant for coastal river delta cities around the world. The good practices shared in the report range from strategies to complete case studies from cities such as Jakarta, Copenhagen, London and New York.

The City of Philadelphia, Pennsylvania has created a suite of subsidies, grants and rebates for both residential and non-residential properties to encourage more stormwater retention and green infrastructure practices. The Stormwater Management Incentives Program and the Greened Acre Retrofit Program offer a reduced price for qualified non-residential customers and contractors to design and install stormwater best management practices which reduce stormwater pollution and enhance water quality.

San Francisco Public Utilities Commission (SFPUC) is implementing multiple green infrastructure projects based on their Urban Watershed Assessment, which will identify green and grey sewer infrastructure improvements over the next twenty years. The SFPUC recognizes that the sewer system, treating both sewage and stormwater runoff, was not built to withstand the impacts of climate change - such as intense rainstorms that overwhelm the system. The watershed-based planning process is being used to help plan the City’s Sewer System Improvement Program (SSIP), a multi-billion dollar project to to upgrade aging infrastructure, and ensure the reliability and performance of the sewer system.

This report describes the stormwater management challenges that Southern Florida faces due to climate change and offers several recommendations for how these issues can be addressed. It discusses three basin scale strategies: Everglades restoration, adjusting regional water control practices, and small scale adaptation efforts. Local governments can also play a pivotal role by investing in green infrastructure and implementing financing strategies for stormwater management. This guidance document is one in a series of publications designed to assist county and municipal policymakers, administrators and program staff with implementation of the 110 recommendations contained within the Southeast Florida Regional Climate Change Compact’s 2012 Regional Climate Action Plan.

The City of Buffalo, New York’s Unified Development Ordinance now includes a Green Code that requires use of green infrastructure best management practices (BMPs) wherever practical to achieve the Code’s performance-based stormwater retention standards. The ordinance, at Article 7. 3. 4 of Section 7 on Stormwater, specifies infiltration on-site using bioswales, rain gardens, and other strategies; or stormwater capture and reuse through cisterns, green roofs, and other strategies. The ordinance clarifies the order of preference for stormwater management facilities utilizing BMPs, prioritizing conservation of natural areas before on-site infiltration practices, and on-site infiltration practices before capture and reuse practices.

The City of Detroit, Michigan government received an $8. 9 million grant in 2015 from the US Department of Housing & Urban Development’s (HUD) Community Development Block Grant (CDBG) Sanction Fund. Detroit plans to use the grant to demolish blighted homes and use vacant lots to reduce flooding through stormwater control, which could become more common with climate change. This grant is particularly significant, because it is the first time Detroit was eligible to receive additional federal funding due to its history of mismanaging federal funds.

In 2014, the City of Storm Lake, Iowa was chosen for a pilot project by the Iowa Economic Development Authority to develop a plan for city-wide green infrastructure technology for improved urban water management - including storm, sanitary, and potable water solutions. This Plan is meant to serve as a case study and guidance document for green infrastructure planning in other communities. The Plan demonstrates a process that can be replicated and scaled to any size city.
