The Prince George’s County, Maryland Clean Water Partnership (CWP) - between Prince George’s County and a private company, Corvias - began in 2014 intending to retrofit 2,000 acres of property with green infrastructure for stormwater management. As part of this process, both partners agreed that an emphasis on employing local, under-represented communities was necessary. Within the three-year period during which the project was completed, 66 businesses were contracted, almost 1,600 businesses were reached, and over 200,000 hours of work were generated.

The U.S. Environmental Protection Agency compendium describes the causes and impacts of urban heat islands, and details green infrastructure strategies and other activities for reducing heat islands. Six reports present the multiple benefits that a community can achieve from implementing heat island reduction strategies. Voluntary and policy efforts undertaken by state and local governments to mitigate urban heat islands are also described.

The National Stormwater Management Calculator is one tool found in the “Green Values” Stormwater Toolbox developed by the Center for Neighborhood Technology. The National Green Values Calculator (GVC) is focused on stormwater run-off reduction, and is a tool for comparing the performance, costs, and benefits of green infrastructure, or Low Impact Development (LID), to conventional stormwater practices. The GVC is meant for a single site, or a campus of buildings contained on a single site.

Published by the National Association of Clean Water Agencies (NACWA), Navigating Litigation Floodwaters provides an overview of legal issues associated with user-fee funded municipal separate storm sewer systems (MS4s) stormwater programs, as well as a summary of selected legal decisions and pending cases. The report represents how different courts across the nation have addressed the issue of stormwater management, the types of legal analyses that have been used when evaluating MS4 fee programs and the kinds of factors that have been relevant in the courts’ deliberations.

In 2014, the state of Massachusetts issued $350 million in “green bonds” to fund water infrastructure projects, including stream bed restoration, open-space protection, and stormwater management. The difference between green and traditional bonds, is that the the proceeds form the sale of green bonds are used for projects that are beneficial to the environment. Investors who buy green bonds are paid interest and principal from the same revenues as other municipal bonds.

New York City’s Green Infrastructure Program utilizes an adaptive management approach based on pilot project monitoring results and information collected and assessed from green infrastructure demonstration projects. Neighborhood Demonstration Areas were established in New York City pursuant to a March 2012 Modified Consent Order with the New York State Department of Environmental Conservation. This Order formalized the City’s inclusion of green infrastructure as an important component of its plan to reduce combined sewer overflows (CSOs) into local waterways, and improve the ecological health and quality of New York City harbor water.

The University of Maryland Environmental Finance Center (EFC) developed this manual to provide information to local governments about progressive stormwater management practices, including green infrastructure, and to provide a model for creating policies and programs to finance these practices. The report’s introduction asserts that a paradigm shift is underway in stormwater finance, and local government staff have a critical role to play in leading that shift.

The U. S. Environmental Protection Agency (EPA) National Stormwater Calculator (SWC) is a desktop application that estimates the annual amount of rainwater and frequency of runoff from a specific site anywhere in the United States (including Puerto Rico). The SWC is a simple to use tool for computing small site hydrology by estimating the amount of stormwater runoff generated from a site under different development and control scenarios over a long term period of historical rainfall. The analysis takes into account local soil conditions, slope, land cover and meteorology.

The Green Roof Property Tax Abatement provides a one-year tax abatement for the construction of a green roof on residential and commercial buildings in New York City. The City of New York and New York State passed legislation in 2008 to provide a one-year tax abatement, or tax relief, of $4.50 per square foot (up to $100,000 or the building's tax liability, whichever is less). Amended in 2013 by New York State’s AB 7058, the tax abatement is now available through March 15, 2018.

Completed in December, 2013, Arlington County, VA produced a Watershed Retrofit Study and plans with the purpose of strengthening the resiliency of its stormwater management systems to climate change. Arlington developed a County-wide project inventory by surveying all of the County's watersheds to find space for small stormwater facilities. This study informed the City of Arlington’s Stormwater Master Plan, which was adopted in Sept. 2014.
