On December 30, 2009 the California Natural Resources Agency adopted the California Environmental Quality Act (CEQA) Guidelines Amendments. The new CEQA Guidelines require projects subject to CEQA to consider potential environmental effects caused by GHG emissions.

This vulnerability assessment was developed by the Charlotte Harbor National Estuary Program and the Southwest Florida Regional Planning Council. The report identifies the most significant vulnerabilities facing the Charlotte Harbor region related to drought, flood, hurricane severity, land area, habitats, biological cycles, and uncertainty in environmental models.

The state of California produced this cross-agency, multi-sector strategy in late 2009, to help guide California's efforts in adapting to climate change impacts. The California Climate Adaptation Strategy, directed by Executive Order S-13-08, was developed by five state agencies and nine departments to plan for sea-level rise and other impacts.

This report addresses the challenges and limitations of natural resource governance to cope with the effects of climate change, and highlights uncertainty as limiting the capacity for advancing adaptation measures. It recommends that legislators adopt an “adaptive governance” - the systematic assessment and adaptation of management decisions and regulatory programs. The article also proposes a comprehensive strategy for managing uncertainty by promoting a "learning infrastructure. " With this strategy, legislators establish and promote use of a shared information infrastructure that provides regulators opportunities to learn from the knowledge and experience of other regulators and respond to rapid changes in natural systems, scientific knowledge, and technology.

This report, produced by the Pacific Institute, outlines some of the risks that climate change poses to transboundary water agreements. The report offers background information on transboundary rivers and aquifers and describes some of the institutional structures that have developed to manage them, including international guidelines and specific transboundary agreements. An overview of climate change is offered, with a focus on how transboundary water management could better adapt to and incorporate climate change impacts.

This Interim Federal Action Plan has been developed to further the goals of the California Bay-Delta Memorandum of Understanding (MOU) entered into by six federal agencies on September 29, 2009. The MOU sets out the Obama Administration's vision of a healthy and sustainable Bay-Delta ecosystem that "provides for a high-quality, reliable, and sustainable long-term water supply for California, and restores the environmental integrity and sustainability of the Bay-Delta ecosystem."

The California state agency, Sierra Nevada Conservancy, completed a Climate Action Plan for the the Sierra Nevada region of the state with support from the California Natural Resources Agency. This plan looks at climate change impacts across the region, what additional actions can be taken in mitigating and adapting to the effects of climate change, and the gaps in information that were most prevalent for these efforts as of 2009. The plan includes 49 Action items, or specific activities, for addressing regional climate change impacts.

This report examines how, and to what extent, sea-level rise and other climate change impacts are likely to influence Southeast Florida’s water supply, wastewater reuse alternatives, and ground and surface waters. Engineering options and management strategies for enhancing the resilience of the region’s water systems are described in five areas: 1) conservation, 2) protection of existing sources, 3) development of alternative water sources, 4) reclamation and reuse of treated wastewater, and 5) storm water management.

It focuses on the global concepts of climate change at the local level by providing an overview of how it may affect South Florida’s resources and the mission responsibilities of the South Florida Water Management District. The paper includes an initial vulnerability analysis of the potential impacts of climate change and sea level rise on water supply, flood control, coastal ecosystems, and regional water management infrastructure.
