The Western Governors Association's Climate Adaptation Work Group's first task was to develop this scoping report in an effort to identify state and regional priorities for planning and adapting to a changing climate. Three specific goals were identified for further discussion: 1) foster coordination on adaptation activities, particularly between state and federal efforts; 2) identify key science needs for Western states; and 3) begin to share smart practices among states. This report focuses on priority actions that could help states adequately plan for and improve resiliency to a changing climate.

This report from the Western Governor's Association, along with the 2006 report, "Water Needs and Strategies for a Sustainable Future," and the 2008 report, "Water Needs and Strategies for a Sustainable Future: Next Steps" includes consensus recommendations to promote the cooperation between western states and federal, local, and private sector partners in addressing the challenges of over-appropriated watersheds, population growth, land use changes, water needs for in-stream uses, and water supply and water management strategies.

GreenStep Cities is a state-wide voluntary program for Minnesota cities to assist in implementing sustainable best management practices. Managed by a public-private partnership, this free continuous improvement program provides technical assistance and recognition for cities that adopt best practices in sustainability and resilience. The GreenStep program identifies 29 best practices that cities can adopt to plan for climate impacts, increase energy efficiency and green and resilient buildings, foster green businesses and jobs, among other practices.

This case study analyzes Virginia local governments' authority to use existing land use powers to adapt to the impacts of sea-level rise and flooding. Specifically, this study looks at local authority to implement policy options identified in Virginia’s Climate Action Plan. State and local government officials in other states may find the study helpful in determining how local government land use powers in their states may be used as part of a climate adaptation plan. .

Developed by the Broward County Climate Change Task Force, the Climate Change Action Plan is a set of 126 recommended short, medium and long-term actions, that combined, form a coordinated countywide strategy for both mitigating and adapting to climate change. The recommendations include information on planning horizon, status of action, likely responsible County entity, potential community partners, estimated resources required, and recommended performance measures.

'Sea Level Rise Ready' presents selected model comprehensive planning goals, objectives, and policies meant to address local sea level rise adaptation for a hypothetical city/county in Southwest Florida. It offers best practice examples from other jurisdictions that illustrate the use of SLR adaptation policies, and it concludes that “low or no regrets” actions can be implemented now and in many cases already have been taken by one or more local jurisdictions. Model Goal 1 creates a "Vulnerable Area" overlay for spatial planning, while Goals 2, 3, and 4 establish a framework for pursuing the adaptation strategies of Protection, Accommodation, and Managed Retreat within the overlay.
