City of Philadelphia Cool Roof Law and Building Code

May 2010

In May 2010, Mayor Nutter of Philadelphia, Pennsylvania approved legislation requiring all new construction in the city to use highly reflective roofing materials that meet or exceed Energy Star cool roof standards. The Cool Roof Law is a first step toward Philadelphia's anticipated adoption of green building standards.

Climate Change Adaptation in New York City: Building a Risk Management Response

May 2010

The New York City Panel on Climate Change (NPCC) was convened by Mayor Michael Bloomberg in August 2008 as part of PlaNYC, the City's long-term sustainability plan. The NPCC consists of scientists who study climate change and its impact, as well as legal, insurance, and risk management experts. This Annals volume presents the NPCC report, including New York City–specific climate change projections, tools to help entities identify climate vulnerabilities and develop adaptation strategies, and recommendations on how to foster an effective climate resilience program.

Hawaii Act 73: Environmental response, energy and food security tax

April 29, 2010

Act 73, Session Laws of Hawaii 2010, established the environmental response, energy, and food security tax, otherwise known as the barrel tax, to provide resources for addressing the effects of climate change on the state. The Act increased the per-barrel tax on petroleum products and created a fund for clean energy, agriculture, and adaptation initiatives in Hawaii.

A Climate Change Vulnerability and Risk Assessment for Atlanta, Georgia

April 23, 2010

This report, a Masters thesis, provides climate change adaptation guidance to local decision makers by identifying vulnerable planning areas within the city and assessing the risks of expected climate impacts. The results of these analyses determined priority objectives for adaptation planning. The report also provides a framework for subsequent adaptation planning phases.

Climate Change and Mental Health: Uncertainty and Vulnerability for Alaska Natives

This bulletin provides an academic review of the mental health effects to Alaskan Natives as a result of climatic changes, including impacts associated with more extreme weather events, sea-level rise, changes to the local environment, and alterations to subsistence resources. Potential responses for mental health providers and communities-at-large are outlined, such as conducting vulnerability assessments, creating post-incident recovery environments, increasing the awareness of mental health effects associated with climate change, and monitoring activities.
