This Interim Federal Action Plan has been developed to further the goals of the California Bay-Delta Memorandum of Understanding (MOU) entered into by six federal agencies on September 29, 2009. The MOU sets out the Obama Administration's vision of a healthy and sustainable Bay-Delta ecosystem that "provides for a high-quality, reliable, and sustainable long-term water supply for California, and restores the environmental integrity and sustainability of the Bay-Delta ecosystem."

This paper discusses three ways in which infrastructure-related decision making can be responsive to climate change impacts. it suggests three different policies that would affect the way transportation investments are made and existing structures are maintained. First, it suggests that agencies shift to an asset management approach that incorporates climate change projections. This approach will make transportation decision-makers more sensitive to the risks and costs imposed by climate change impacts.

The Recommended Sea Level Rise Scenarios were established by the Delaware Department of Natural Resources and Environmental Control (DNREC) Sea Level Rise (SLR) Technical Workgroup to support the development of the DNREC Sea Level Rise Policy. The SLR Technical Workgroup is comprised of scientists from DNREC, University of Delaware, Partnership for the Delaware Estuary and the Center for the Inland Bays. The Workgroup determined the Delaware SLR scenarios by employing published expert summaries of existing data and predictions from national and international panels and federal agencies.

The California state agency, Sierra Nevada Conservancy, completed a Climate Action Plan for the the Sierra Nevada region of the state with support from the California Natural Resources Agency. This plan looks at climate change impacts across the region, what additional actions can be taken in mitigating and adapting to the effects of climate change, and the gaps in information that were most prevalent for these efforts as of 2009. The plan includes 49 Action items, or specific activities, for addressing regional climate change impacts.

This report examines how, and to what extent, sea-level rise and other climate change impacts are likely to influence Southeast Florida’s water supply, wastewater reuse alternatives, and ground and surface waters. Engineering options and management strategies for enhancing the resilience of the region’s water systems are described in five areas: 1) conservation, 2) protection of existing sources, 3) development of alternative water sources, 4) reclamation and reuse of treated wastewater, and 5) storm water management.

The paper includes an initial vulnerability analysis of the potential impacts of climate change and sea level rise on water supply, flood control, coastal ecosystems, and regional water management infrastructure.

Following a report in December 2008 from the Iowa Climate Change Advisory Council, the Iowa Legislature requested additional information on the ramifications of climate change for the state, and enacted a new bill in 2009 (Sec. 27, Section 473.7, Code 2009 amended) requiring a climate change impacts review to be conducted and reported. The resulting report, "Climate Change Impacts on Iowa" was then produced by the Climate Council in 2010.

Relevant case studies are included in each chapter.
