Case Study: Boulder, Colorado’s Home Preparedness Assessment Program

In early 2017, the City of Boulder and Boulder County used Community Development Block Grant for Disaster Recovery (CDBG-DR) funding to launch a pilot home resilience retrofit program called the Home Preparedness Assessment program (HPA). HPA was open to city and county single-family and mobile-family homeowners impacted by floods that swept through the Boulder region in the fall of 2013. While the program primarily addressed flooding risks in homes, the program coordinators used the home assessments to have broader conversations with homeowners about other natural disaster risks and resilience.

The Kresge Foundation Climate Resilient and Equitable Water Systems (CREWS) Initiative
2017
Climate Resilient and Equitable Water Systems (CREWS) consists of 24 nonprofits - Kresge Foundation grantees - who are building solutions for low-income communities in U. S. cities to adapt to climate enhanced storm and flood impacts. CREWS programs are transforming urban stormwater and wastewater systems with climate resilient integrated water-management practices and socially equitable solutions. CREWS is an initiative of the Kresge Foundation’s Environment Program, focused on climate resilience through adaptation, mitigation, and social justice.

The time to start is now: How implementing natural infrastructure solutions can improve and protect our coasts

This article discusses the value of integrating natural coastal hazard defense solutions - beaches, dunes, reefs and mangroves for example - to manage climate impacts such as sea level rise, flooding, or generally, wave attenuation. Natural infrastructure engineering guidelines that include performance evaluation are called for in order to begin to integrate these cost-effective methods into resilient coastal community planning.

Rhode Island: STORMTOOLS for mapping coastal flooding

STORMTOOLS is a set of comprehensive mapping tools providing a series of maps and data sets that depict the sea level rise and storm surge in Rhode Island. The site now features a set of data layers for municipalities. STORMTOOLS is intended as a way to make the data outputs of a complex set of modeling processes freely available, and is designed to help homeowners and municipalities in Rhode Island better understand their risks from coastal storms and flooding, and to plan for sea level rise.

Living Shorelines Academy
November 2016
The Living Shoreline Academy is an interactive website that provides a range of tools for property owners, contractors, and state and local governments about how to design, build, permit, and maintain living shorelines to mitigate erosion on shoreline property. "Living shorelines" use natural features combined with placement of stone or other small structures to provide shoreline protection that maintains and enhances important coastal ecosystem functions. Living shorelines are a strategy that many states and communities are considering for enhancing coastal resilience to sea-level rise and the impacts of climate change.

RainReady’s Residential Flood Assistance Program Case Study - Chicago, Illinois

In 2015-2016, RainReady partnered with the Chicago Department of Planning and Development to provide free repairs and flood mitigation retrofits to select homeowners that experienced property damage during Chicago’s 2013 flood, through a unique program called the Residential Flood Assistance Program (RFAP). The program was funded through the U.S. Department of Housing and Urban Development’s Community Development Block Grants for Disaster Recovery (CDBG-DR).

Case Study: RainReady’s Oak Park Village (Illinois) Pilot Program

In 2016-2017, RainReady partnered with the Village of Oak Park (Illinois) to launch a pilot program to reduce urban flooding risks using nature-based solutions such as residential rain gardens. The program addressed residential flooding due to overland sheet flow, seepage, and yard ponding, in non-floodplain locations.

FloodHelpNY - New York City, New York
2016
The Center for NYC Neighborhoods and the Governor's Office of Storm Recovery in New York launched an $8 million resiliency program in New York City for low- and moderate-income homeowners in 2016. To support this program, they created a free interactive website which provides NYC homeowners with personalized information on flood risks and flood insurance rates. One goal of the program is to connect low- and middle-income homeowners with engineers in select coastal communities to provide resiliency audits so they can reduce their risk to future floods and lower their insurance rates.

Using the narrative of the October 2015 flood in South Carolina, this report focuses on how to better reduce risks, improve response activities, and be more strategic about planning for flood recovery. The report analyzes flooding in both Columbia and Charleston, South Carolina, drawing on interviews with impacted people and hard data on economic and physical impacts. The report recognizes that climate change will be an ongoing stress in the region, and offers lessons about planning for flood resilience, but does not focus specifically on climate impacts.
