NOAA's Office for Coastal Management Guide for Considering Climate Change in Coastal Conservation provides guidance on incorporating climate change information into new or existing coastal conservation plans. The step-wise process includes six iterative steps which draw from existing strategic conservation planning frameworks, while focusing on climate considerations and key resources relevant to the coastal environment, including coastal watersheds. According to NOAA, the guide is suitable for anyone working to manage or conserve lands in coastal areas including wetland, floodplain, or emergency managers; planners; or conservation organizations.

2017
The Delaware Department of Natural Resources and Environmental Control (DNREC) first developed Recommended Sea Level Rise Scenarios for Delaware in 2009. In 2016-2017, a new Delaware Sea Level Rise Technical Committee was convened to update the scenarios based on the latest scientific research and modeling. Led by Delaware Geological Survey and DNREC Delaware Coastal Programs, the Committee and these sea-level rise (SLR) planning scenarios respond to 2013 Executive Order 41 - which requires Delaware state agencies to factor SLR into capital improvement projects and land use decisions, and for DNREC to periodically update SLR scenarios with the best scientific data available.

The Our Coast, Our Future (OCOF) project provides online maps and tools of local sea level rise and storm vulnerability within the San Francisco Bay Area, California. OCOF has modelled coastal impacts such as water levels, wave heights, flooding, and erosion; and mapping infrastructure and ecosystem vulnerabilities at scales relevant to planning and management.

The Coast Smart Community Scorecard is a self-assessment tool for coastal communities in Maryland that offers a practical method to assess preparedness for coastal hazards and climate change impacts. The Scorecard provides a mechanism for planners, natural resource managers, emergency management professionals and other local officials to identify ways that they can integrate coastal hazard impacts into existing planning, management, and regulatory programs.

The National Sea Grant Resilience Toolkit is a public access site with hundreds of resources from Sea Grant institutions and partnerships. These resources or tools are primarily short reports on coastal resilience best practices and projects conducted through Sea Grant programs. The “Tools” available on the site include: Decision Support Tools, Technical Assistance, Guides and Manuals, Training, Communities of Practice, Data and Assessments, and Legal Services. “Legal Services” has sectoral legal information and reviews of common law tools from Sea Grant partners.

The Coastal Flood Exposure Mapper is an online mapping tool to view flooding hazards potential for the East Coast, West Coast, Gulf of Mexico, and Hawaiian coastal communities in the U.S. The mapper was developed by the National Oceanic and Atmospheric Administration (NOAA) to promote adaptation planning around coastal flood hazard risks and associated vulnerabilities.

From the Environmental and Natural Resources Law Clinic at Widener Law, this report reviews the legal tools available for sea level rise adaptation in the State of Delaware, and analyzes the legal issues related to the use of each tool. The report also discusses the current status of the tools under Delaware law, and provides recommendations for changes needed in Delaware law to make them more effective.

This report, produced for the Partnership for the Delaware Estuary, describes a new method of climate adaptation planning that draws from the assessment of natural resource damages associated with oil spills and other episodic events. The proposed framework combines the wetland change modeling in SLAMM (Sea Level Affecting Marshes Model) with traditional damage assessment methods using habitat equivalency analysis (HEA). By combining a marsh migration model with a habitat equivalency model, the framework was developed for identifying and valuing the cost of efforts to address potential changes in wetlands habitats.

The U. S. Geological Survey (USGS) created this online tool - the USGS Coastal Change Hazards Portal - that provides an interactive view of past, present and future hazards along the U. S. coasts. A user can choose any coastal location, zoom in to a relatively local level, and view potential impacts from extreme storms, historic shoreline changes, and coastal vulnerability to sea-level rise. USGS suggests that this tool can aid in decisions that involve emergency preparedness, ecosystem restoration, and where and how to develop coastal areas.
