On May 10, 2023, the State of Washington updated its existing wildfire prevention regime by passing HB 1578, the Cascading Impacts of Wildfires Act, intended to improve community preparedness, response, recovery, and resilience to wildfires. HB 1578 was passed with consideration of the impacts of climate change on the forestry surrounding Western Washington, where there is considerable population growth. Additionally, the Washington Legislature concluded that the effects of wildfire smoke are hazardous, and it is consistent with the state’s environmental justice goals to protect public health through a wildfire prevention strategy.

West Virginia’s Senate Bill 677, enacted May 1, 2023, amended the State Resiliency and Flood Protection Planning Act initially enacted in 2017 to expand the framework for flood resilience and disaster recovery. SB 677 created the West Virginia Flood Resiliency Trust Fund, affirmed that the State Resiliency Office is responsible for statewide coordination of disaster recovery and resiliency, and legislatively mandated new duties for the State Resiliency Officer.

The United States Naval Academy (USNA) and Naval Support Activity Annapolis (NSSA) released the US Naval Academy’s Military Installation Resilience Plan on April 27, 2023. USNA, located in Annapolis, Maryland, jointly developed the installation Resiliency Plan with NSSA to provide an adaptation strategy for infrastructure resilience to flood events. The NSSA provides operating support services to the USNA. This plan includes an integrated adaptation strategy, a project portfolio, and an execution strategy on a year-to-year basis that focuses on mitigating the impacts of rising sea levels and surges.

Washington passed HB 1728 on April 21, 2023, creating a new state-wide resiliency program to be established and administered by the state’s Emergency Management Division. The main objectives of the resiliency program are to ensure “ongoing coordination of state and local disaster resilience and response activities,” develop “strategies for addressing the impacts of all hazards,” and participate and collaborate in interagency efforts to advance statewide climate resilience activities, including the development of the state’s updated integrated climate change response strategy.

In December of 2022, President Biden signed S.3875, the Community Disaster Resilience Zones Act, into law. The Community Disaster Resilience Zones Act designates zones in disadvantaged communities that are “most at risk to natural hazards.” If a community is designated under the Act, it will receive targeted federal funding and increased federal cost-share for projects that reduce the impacts of natural hazards and climate change. In May 2023, the Federal Emergency Management Agency published a notice and request for public input The comment period closes July 25, 2023 .

Signed into law by President Biden in December of 2022, the Disaster Resiliency Planning Act (Public Law No. 117-221) requires the Office of Management and Budget to develop guidance “requiring the head of each agency to incorporate natural disaster resilience into real property asset management and investment decisions made by the agency. ” The legislation was authored by U. S. Senator Gary Peters (D-MI), Chairman of the Homeland Security and Governmental Affairs Committee, and U. S. Senator Rick Scott (R-FL).

The “Climate Impacts for a Resilient Washington” tool was developed by the Climate Impacts Group (in partnership with the University of Idaho’s Research Data & Computer Services for web development) to provide easily accessible climate information for decisionmakers working on resilience in Washington state. The tool is primarily intended for local governments, state agencies, and other officials who are considering resilience plan changes and submitting grant applications; and GIS professionals, planners, engineers, outreach specialists, and other technical staff members.
