NAACP - Our Communities, Our Power: Advancing Resistance and Resilience in Climate Change Adaptation - Action Toolkit

From the National Association for the Advancement of Colored People (NAACP), this comprehensive Toolkit provides a series of modules to help NAACP chapters and other advocates mediate climate adaptation planning processes and ensure that adaptation plans and policies meet local needs, while focusing on frontline communities, environmental and climate justice, and equity. The Toolkit provides guidance to help community groups and advocates develop an Environmental and Climate Justice (ECJ) Committee to inform adaptation planning and policy through 19 different Modules.

Ellicott City, Maryland Safe and Sound Plan

2019

Following two devastating floods in 2016 and 2018 in Ellicott City, Maryland, the Safe and Sound Plan was developed for the city to implement a multi-phase, comprehensive flood mitigation plan and resilience program. It aims to prepare the region for climate change and guide resilient recovery and rebuilding of the flood-prone areas of Ellicott City through a community-driven process.

Minnesota State Hazard Mitigation Plan 2019 - Including Recommended Actions for Climate Change Adaptation

March 18, 2019

Minnesota’s 2019 State All-Hazard Mitigation Plan (HMP) includes recommended actions for climate adaptation for the first time in the state’s hazard mitigation planning process. Developed in collaboration with the Interagency Climate Adaptation Team (ICAT), the HMP includes priority adaptation needs for state government from the ICAT 2017 Report - Adapting to Climate Change in Minnesota. The HMP provides assessments of hazard risk, reviews current state and local hazard mitigation and climate adaptation capacity and programs, and includes climate adaptation strategies for Minnesota’s state agencies and programs.

C2ES Maximizing Benefits: Strategies for Community Resilience

December 2018

Center for Climate and Energy Solutions (C2ES) developed this set of briefs on resilience strategies for extreme climate events, primarily to support local government officials in adaptation planning. Key climate resilience strategies are discussed including the co-benefits they provide, and quantitative assessments of the costs and benefits of each strategy. Each brief includes a case study of a model city that has successfully employed a number of climate resilience strategies. The five briefs of the compendium focus on: Extreme heat and heatwaves Flash flooding Drought Wildfire Power outages All of the Resilience Strategies are treated comprehensively with Cost and Benefit evaluations, as well as recommendations for raising awareness and preparing for the climate event.

Our Power Puerto Rico: Moving Toward a Just Recovery

2019

The Climate Justice Alliance (CJA) Our Power Puerto Rico report demonstrates how the "Just Recovery" model can be utilized to help the island recover from Hurricane Maria of 2017, which devastated Puerto Rico’s agriculture and rural farms. Just Recovery is a model centered on frontline communities' ability to respond, recover and rebuild from climate accelerated disasters. The model is created through the accumulation of hands-on cases conducted by Climate Justice Alliance which is an organization with 67 urban and rural frontline communities, organizations and supporting networks. The goal is to lay the groundwork necessary to activate community participation in both immediate emergency responses and long-term rebuilds. It also emphasizes that the process must be led by those who have been treated unequally in everyday life - the queer, trans, working-class, folks of color, disabled, immigrants, and/or femmes on the frontlines. By doing so allows frontline communities to build their own power, agency and self-determination while achieving climate adaptation. The report also includes a list of practical steps for conducting the Just Recovery model.

Munich RE’s NatCatSERVICE online tool provides interactive access to one of the world’s most comprehensive databases for analyzing natural catastrophe losses. This archive provides direct access to updated information on insured, economic, and human losses from over 40,000 natural disasters dating back to 1980. Information obtained from this tool can be used in risk assessments for financial and climate change planning and preparedness.

Northeast Florida Regional Resilience Exposure Tool

The Regional Resilience Exposure Tool (R2ET) is an interactive mapping tool that illustrates current and projected coastal flooding risks to resources in the Northeast Florida region. The types of flooding mapped are FEMA flood hazard zones, storm surge, depth of flood at defined storm occurrence intervals, and sea level rise at defined water levels. Users can select data layers for resources to overlay on flooding layers including critical facilities, priority wildlife species, and vulnerable populations.
