In this report called for by the Maine Legislature, the state puts forth options for responding to the impacts of climate change. The plan relies on the 2009 impact assessment report entitled Maine’s Climate Future: An Initial Assessment developed by the University of Maine. The Department of Environmental Protection developed this plan through a stakeholder-based process to evaluate options and actions available to state businesses and people to prepare for “the most likely” impacts of climate change.

The Association of Bay Area Governments (ABAG) 2010 Local Hazard Mitigation Plan (LHMP) is hosted on a comprehensive website which includes other information regarding local hazard mitigation planning; interactive maps showing areas at risk due to events such as flooding, wildfire, and landslides; and strategic priorities and actions submitted by individual agencies participating in the Mitigation Plan. The plan itself identifies natural hazards with the greatest impact to the San Francisco Bay Area of California including climate change, flooding, landslides, wildfires and drought.

The City of Phoenix Tree and Shade Master Plan addresses urban forestry and the value of trees in Phoenix, Arizona. The urban forest, as described in the plan, is essential to creating a sustainable city because it solves many problems with one single solution. By investing in trees and the urban forest, the city can reduce its carbon footprint, decrease energy costs, reduce stormwater runoff, increase biodiversity, address the urban heat island effect, clean the air, and increase property values.

The Roadmap was developed through a workshop for local decision-makers in Delaware County. From Pennsylvania's Climate Change Action Committee, this plan identifies 52 specific recommendations for Pennsylvania and the federal government to reduce greenhouse gas emissions. Actions taken by the state to address climate mitigation as of 2009 are detailed. The plan's chapters are organized by sector including: electricity generation, transmission & distribution; residential and commercial; land use and transportation; industry; waste; agriculture; forestry; and macroeconomic assessment.

The state of California produced this cross-agency, multi-sector strategy in late 2009, to help guide California's efforts in adapting to climate change impacts. The California Climate Adaptation Strategy, directed by Executive Order S-13-08, was developed by five state agencies and nine departments to plan for sea-level rise and other impacts.

Chapter X of the 2009 California Climate Adaptation Strategy (CAS) summarizes projected climate change impacts to transportation and energy infrastructure in the state, and recommends adaptation strategies to address those impacts. California’s extensive infrastructure system will likely be subject to climate change-related impacts from higher temperatures, shifting precipitation patterns, sea-level rise, and extreme weather events. To adapt to these impacts, the CAS recommends four adaptation strategies for transportation infrastructure: develop a climate vulnerability assessment; incorporate climate change into existing investment decisions; develop design standards to minimize risks; and incorporate climate change considerations into disaster preparedness planning.

In 2009, the City of Biloxi, Mississippi, updated its 2020 Comprehensive Plan to reflect a new vision of Biloxi as a “prosperous, resilient city for the 21st century. ” Hurricane Katrina highlighted the city’s land use vulnerabilities and development challenges. In the land-use chapter (ch. 3) the plan discusses potential impacts from climate change, including an anticipated rise in sea levels of between 2 to 4 feet, increasingly intense storms, and more heavy downpour events. Further, the plan identifies sea-level rise and warming ocean temperatures as a threat to wetlands, aquatic ecosystems, and indigenous tree cover.
