On April 21, 2021, the State of Massachusetts, under the Governor Charlie Baker Administration, launched the Climate Resilience Design Standards Tool, an online platform that enables state and local governments to assess climate change considerations when designing and siting development and infrastructure projects. Specifically, the tool offers guidance for state-funded and other projects by creating project-specific climate vulnerability assessments and providing general guidance for ways that the state and local governments can consider making a project more climate resilient.

In February 2021, Enterprise Community Partners and the City of Miami, Florida released Keep Safe Miami, a set of tools aimed at owners and operators of affordable multifamily housing properties in Miami-Dade County. The tools can help property owners identify potential adaptation actions to increase the resilience of existing affordable housing to local climate change hazards, including sea-level rise and extreme weather events. Owners and operators of affordable housing units can use Keep Safe Miami’s resources to compare climate-related risks, prioritize adaptation strategies, and access local, state, and federal funding sources. As part of the program, the City of Miami also set aside $500,000 in deferred loans for owners and operators participating in the Keep Safe Miami program.

The Greening in Place guide serves to assist public agencies and developers in pursuing equitable green development and combating the displacement impacts that green investments can invoke. It includes an assessment of the displacement risks associated with green investment, a framework for equitable green development, several case studies, and a range of policies and strategies that can be used in partnership with the affected communities. By pursuing these strategies, park agencies and community advocates can advance racial and economic equity and promote healthy, sustainable, and inclusive green development.

Launched by the American Flood Coalition, the Flood Funding Finder (FFF) helps small communities identify federal programs that fund flood resilience efforts including flood mitigation and risk reduction projects, planning efforts, and more. To create the FFF, the Coalition analyzed hundreds of funding programs across 26 federal agencies to identify the programs most likely to assist small community efforts related to flooding and sea-level rise.

The impacts of climate change disproportionately affect overburdened and low-income individuals and communities of color that already face significant economic and social challenges. The cumulative impacts of pollution, racism, and political and economic disenfranchisement make it difficult for these communities to withstand and recover from extreme heat, flooding, and other climate impacts. To help communities address the challenges of climate resilience and social inequality, the Georgetown Climate Center (GCC) partnered with leading experts and practitioners to develop the Equitable Adaptation Legal & Policy Toolkit, a comprehensive online resource to help state and local governments work with communities on climate adaptation solutions that put frontline communities first.

Managed retreat, or the voluntary movement and transition of people and ecosystems away from vulnerable coastal areas, is increasingly becoming part of the conversation as coastal states and communities face difficult questions on how best to protect people, development, infrastructure, and coastal ecosystems from sea-level rise, flooding, and land loss. Georgetown Climate Center’s new Managed Retreat Toolkit combines legal and policy tools, best and emerging practices, and case studies to support peer learning and decisionmaking around managed retreat and climate adaptation.

In San Diego, California, the city and various stakeholders are evaluating different land-use and planning alternatives to conserve and restore migrating wetlands in Mission Bay as a part of local decisionmaking processes. To conserve and restore Mission Bay, San Diego Audubon and other partners started an initiative called “ReWild Mission Bay” that evaluated different alternatives for protecting wetlands through a feasibility study. One of the feasibility study’s alternatives aims to relocate Campland on the Bay, an existing RV campground on land owned by the city, inland. By moving Campland on the Bay inland, the city could address wetland migration while providing community resilience and environmental benefits. The alternative to relocate the location for Campland on the Bay, if implemented, would be aligned with and build on other local planning efforts to convert a part of the surrounding Mission Bay Park into a regional amenity that accommodates both public and private uses. In July 2019, the San Diego City Council approved a lease extension and expansion for Campland on the Bay that has delayed any potential implementation of the ReWild Mission Bay wetland alternatives until after the term of the lease expires. The ongoing work in Mission Bay can serve as an example for other coastal jurisdictions addressing the tradeoffs raised in land-use and planning efforts for coastal retreat and the challenges that can arise in balancing competing stakeholder interests to achieve both human and environmental priorities. ReWild Mission Bay also shows how nongovernmental stakeholders can conduct planning processes to help government agencies make decisions about long-term land uses and restoration activities. In 2013, The Conservation Fund, National Audubon Society, and U.S. Fish and Wildlife Service partnered to produce a “salt marsh persistence” report for Blackwater National Wildlife Refuge (NWR) titled Blackwater 2100 to address marsh migration in response to sea-level rise and tidal erosion. The objectives of the report are to identify areas of current tidal marsh most resilient to sea-level rise and of the highest value to salt marsh bird species as well as future locations that may support marsh migration corridors. The report’s authors utilized several tools, including the Sea-Level Rise Affecting Marshes Model (SLAMM), to select one of three different adaptation strategies for wetland areas within Blackwater NWR to create a comprehensive management plan. The three adaptation strategies include: (1) in-place restoration actions targeted at improving existing tidal marsh health and productivity; (2) strategic conservation in priority marsh migration corridors; and (3) actions supporting the transition of uplands into marsh. Blackwater 2100 can provide a useful example for natural resources, open space, and coastal managers to plan for minimizing coastal habitat loss due to sea-level rise by evaluating the tradeoffs of different adaptation strategies; and building partnerships with stakeholder groups and the community to examine marsh migration on an ecosystem scale that necessitates public and private land acquisitions and involvement. The urban heat island mapping project in Richmond, Virginia is a collaborative project that brings community members together to collect temperature variation data in order to design community-scale adaptation plans. Richmond is a highly populated city that has encountered increased urban heat island effect in recent years. While current technology such as satellites can provide city-scale urban heat data, a more detailed, block-by-block examination of temperature variation in each community has to be studied to understand which communities are most vulnerable to the extreme heat. "Citizen-scientists" were gathered to help measure temperatures in their own city, and related human activities or land use. The citizen-scientists included students from the University of Richmond and Virginia Commonwealth University; the Virginia Academy of Science; the City of Richmond’s Sustainability Office; and Groundwork RVA, a nonprofit focused on empowering local young people in the communities.

In June 2020, First Street Foundation released Flood Factor, a free online tool Americans can use to determine their property’s flood risk and understand the ways that flooding is changing due to climate change. Flood Factor presents flood risk data in a user-friendly way by quantifying and communicating flood risk to property owners. The platform indicates that over 25 million properties in the U. S. are at risk of flooding over the next 30 years and First Street Foundation suggests that Flood Factor is a helpful resource for property owners across the country.
