Maryland’s Plan to Adapt to Saltwater Intrusion and Salinization, first published in 2019 and updated in 2024, provides recommendations for state-level action to better understand the impacts of increasing saltwater intrusion and salinization on different resources and to adapt to these impacts. Saltwater intrusion in the region is expected to worsen over time due to climate change, and the report describes which of the state’s resources are at greatest risk, adaptation measures that are currently in use and recommended, and what additional research is needed for adequate adaptation and resilience.

Greauxing Resilience at Home: A Regional Vision is an innovative legal, planning, and policy resource to promote community resilience through housing and nature-based solutions in places where flooding, extreme weather events, and other factors are driving population changes and transitions. It was developed by Capital Region Planning Commission and Georgetown Climate Center, in collaboration with policymakers, community members, and other stakeholders in Region Seven of the Louisiana Watershed Initiative

Jefferson Parish, Louisiana lies on a coastal floodplain of the Gulf of Mexico and has more water than land area. The parish is innovating to adapt to rising sea levels and more extreme flooding in the region, and created the Balancing Water Campaign to mitigate flood risk and improve its communities’ resilience. The approach to balancing water levels focuses on rethinking how to manage the impacts of stormwater and land subsidence to live with more water, while increasing natural drainage across the floodplain. The Jefferson Parish Watershed Management Plan was developed as a part of the Balancing Water initiative, to guide local decisionmakers with resilient floodplain management strategies for capital improvements, regulatory revisions, and land use, while emphasizing the use of green infrastructure and low-impact development. In addition, the parish is undertaking other complementary efforts like elevating flood-prone homes with the support of federal grants, and participating in the National Flood Insurance Program’s Community Rating System (CRS) program and a Jefferson Parish CRS Users Group to further local flood resilience initiatives.

The 2022 California Climate Adaptation Strategy presents six state priorities and relevant actions to increase climate resilience at the state, regional, and local levels. The 2022 Strategy updates the conclusions and innovations put forth in California’s 2021 Climate Adaptation Strategy in an interactive website. The 2022 Strategy includes the six outcome-based priorities outlined in the 2021 Strategy and clearly explains the goals and actions that must be taken to achieve each of those priorities. Decisionmakers can incorporate California’s metrics into adaptation and resilience indicators in their own state, regional, and local plans or use the Strategy as a model to develop their own.

On February 1, 2022, Louisiana’s Climate Initiatives Task Force released the state’s first Climate Action Plan. In the plan, the task force notes that “Louisiana is among the most vulnerable states in the United States to the impacts of climate change” and poor air quality, repetitive flooding events, and extreme heat are impacting the state’s ability to be resilient. Although the Climate Action Plan is primarily intended to guide climate mitigation efforts in Louisiana, the task force recommends 28 strategies and 84 actions the state can take to both reduce greenhouse gas emissions and build resilience to the impacts of climate change.

In December 2021, the New York City Department of City Planning (NYCDCP) released its third Comprehensive Waterfront Plan (the Plan) that outlines a ten-year vision for the creation of a more equitable, more resilient, and healthier waterfront. The NYCDP developed the Plan in accordance with its climate justice principle to equitably distribute climate resources and construct resilient and sustainable environments for all across the city. Among other parts of the Plan, it presents opportunities for the city to proactively incorporate climate resiliency and adaptation into its processes for everyday decisionmaking and long-term planning.

In 2021, the City of Boise, Idaho published Boise's Climate Action Roadmap, a plan to help the city and its communities become carbon neutral and build resilience and ability to adapt to the impacts of climate change. The plan includes seven categories for action that will help reach both emissions reduction and resilience goals: Buildings and Energy, Transportation, Consumption and Waste, Food Systems, Natural Environment, Water, and Innovation and Engagement. In advancing strategies within these climate action priorities, Boise will be operating under three guiding principles to advance equity, improve health and wellness, and grow a climate economy.

In October 2021, New Jersey released its statewide Climate Change Resilience Strategy (Strategy), which also includes a Coastal Resilience Strategy. It is the state’s first example of both a statewide climate adaptation plan and a comprehensive coastal resilience plan. Both were required by Executive Order No. 89 in 2019. New Jersey has been affected by climate change-driven impacts, such as flooding events, storms, rising sea levels, and increasing temperatures. The state developed the Strategy to address these impacts.

August 2021
In August 2021, the California Coastal Commission (CCC), one of California’s three coastal management agencies, issued the Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone. The guidance serves as an advisory document for the state and local governments, asset managers, and stakeholders in California to update plans and policies for critical transportation and water infrastructure to adapt to sea-level rise and flooding. The guidance is based on different studies held to be the best available science on sea-level rise in California, which includes a projection of a 6-10 feet of sea-level rise by 2100.

The Flood Risk Assessment and Reduction Community Guidebook was developed as part of an initiative led by Charlotte-Mecklenburg Storm Water Services (CMSWS) of North Carolina, with support from the U. S. Department of Homeland Security (DHS) Science and Technology Flood Apex Program, to help communities nationwide to adapt to flooding. Based on years of developing the CMSWS flood mitigation program and tools, the Community Guidebook details the process of acquiring data to assess flood hazards and risk, and to evaluate and prioritize strategies to mitigate that risk.
