The Community Change Grant Equitable Resilience technical assistance program, an initiative spearheaded by the U.S. the Environmental Protection Agency, will provide free assistance to entities applying for Community Change Grants. EPA plans to offer this technical assistance to up to 50 Community Change Grants applicants. The program will provide free project development assistance, community engagement, and partnership development workshops.

In San Diego, California, the city and various stakeholders are evaluating different land-use and planning alternatives to conserve and restore migrating wetlands in Mission Bay as a part of local decisionmaking processes. To conserve and restore Mission Bay, San Diego Audubon and other partners started an initiative called “ReWild Mission Bay” that evaluated different alternatives for protecting wetlands through a feasibility study. One of the feasibility study’s alternatives aims to relocate Campland on the Bay, an existing RV campground on land owned by the city, inland. By moving Campland on the Bay inland, the city could address wetland migration while providing community resilience and environmental benefits. The alternative to relocate the location for Campland on the Bay, if implemented, would be aligned with and build on other local planning efforts to convert a part of the surrounding Mission Bay Park into a regional amenity that accommodates both public and private uses. In July 2019, the San Diego City Council approved a lease extension and expansion for Campland on the Bay that has delayed any potential implementation of the ReWild Mission Bay wetland alternatives until after the term of the lease expires. The ongoing work in Mission Bay can serve as an example for other coastal jurisdictions addressing the tradeoffs raised in land-use and planning efforts for coastal retreat and the challenges that can arise in balancing competing stakeholder interests to achieve both human and environmental priorities. ReWild Mission Bay also shows how nongovernmental stakeholders can conduct planning processes to help government agencies make decisions about long-term land uses and restoration activities. The Louisiana Strategic Adaptations for Future Environments (LA SAFE) planning process is aimed at climate adaptation and resilience planning for coastal communities in Louisiana. The strategy supports mitigating risks and increasing resilience to coastal impacts - especially flooding. The LA SAFE initiative was first funded through a HUD long-term disaster recovery grant, for six parishes most impacted by Hurricane Isaac in 2012. Guided by the state of Louisiana, and a network of regional non-profits focused on coastal restoration and resilience, it is a goal of the LA SAFE program to expand the program statewide in the future.

This report summarizes a year of dialogue organized by The Nature Conservancy, the Southeastern Connecticut Council of Governments, and Southeastern Connecticut Enterprise Region that aimed to develop a shared understanding of resilience for the region and potential solutions. This was the first regional resilience effort in Connecticut. The report details the key issues identified through a series of “challenges workshop dialogues,” in which participants conceptualized challenges relevant to water, food, ecosystems, transportation, energy, and the economy.

The Chesapeake Bay Landscape Professional (CBLP) Certification Program is a voluntary credential for professionals who design, install and maintain sustainable landscapes in the Chesapeake Bay watershed. The goal of the certification program is to certify professionals throughout the watershed who can maintain conservation landscapes that help reduce stormwater runoff, in turn benefiting local residents and ecosystems.

Adapt Alaska is a website which hosts information about climate impacts in Alaska, a set of steps for policymakers and planners to create monitoring, mitigation, and adaptation solutions, and various resources and case studies designed to guide the user in developing and funding their own adaptation projects. The website emerged from a collaborative research project—Promoting Coastal Resilience in Arctic Alaska— which included workshops and outreach efforts, during which coastal community resilience workshop participants identified issues they faced from rapidly changing environmental and climate conditions. This learning and planning tool provides both background information about the impacts of climate change on Alaska and resources to adapt to this change, while incorporating considerations of cultural values into strategies.

The U. S. Environmental Protection Agency (EPA) Adaptation Resource Center (ARC-X) is an interactive online tool designed to inform local decisionmakers about climate change impacts and adaptation solutions for communities across the U. S. The tool provides information about climate change risks on sectors as selected by the user; relevant adaptation strategies; case studies illustrating how other communities have successfully adapted to those risks and tools to replicate their successes; and EPA funding opportunities.

The U. S. Climate Resilience Toolkit, as called for in President Obama’s Climate Action Plan, is a website developed by a partnership of federal agencies and organizations led by the National Oceanic and Atmospheric Administration (NOAA). The Toolkit will enable decision-makers to take action to improve their climate resilience using data-driven tools, information, and subject-matter expertise. The comprehensive site is designed to serve interested citizens, communities, businesses, resource managers, planners, and policy leaders at all levels of government.

In collaboration with the U. S. Forest Service and California Landscape Conservation Cooperative (CA LCC), EcoAdapt has identified a suite of priority climate change adaptation strategies for focal ecosystems and wildlife species of the Sierra Nevada region of California including: Alpine and Subalpine Systems, Mountain Yellow-Legged Frogs, Yellow Pine/Mixed Conifer Systems, Red Fir Systems and Marten, Wet Meadows and Fens, and Oak Woodlands. After a vulnerability assessment process, draft implementation plans were developed for each of the focal resources, incorporating the priority adaptation actions.

Critics of top-down, expert-driven approaches to adaptation suggest the need for tools and methods capable of addressing the gap between scientific and local understanding of climate change. After a lengthy period in which participatory mapping in the context of climate change was overlooked, attention has now turned to Participatory Three-Dimensional Modeling (P3DM) for adaptation planning. P3DM consists in a community-based process resulting in a 3D-scaled and geo-referenced relief model. Because of its relative accuracy and the possibility of being translated to Geographic Information Systems (GIS), P3DM adds credibility to locally produced content and provides a platform for multi-stakeholder dialogue.
