The Flood Risk Assessment and Reduction Community Guidebook was developed as part of an initiative led by Charlotte-Mecklenburg Storm Water Services (CMSWS) of North Carolina, with support from the U. S. Department of Homeland Security (DHS) Science and Technology Flood Apex Program, to help communities nationwide to adapt to flooding. Based on years of developing the CMSWS flood mitigation program and tools, the Community Guidebook details the process of acquiring data to assess flood hazards and risk, and to evaluate and prioritize strategies to mitigate that risk.

The federal Interagency Water Resources and Climate Change Workgroup National Action Plan Update addresses integrating climate resilience into water resource management. Looking Forward: Priorities for Managing Freshwater Resources in a Changing Climate reviews the highest priority actions that Workgroup member agencies are planning to address in the next several years. General recommendations and priority actions are outlined for the key areas of: Data and Research; Planning and Decision Support; Training and Outreach; and Management and Coordination.

In 2014, the City of Storm Lake, Iowa was chosen for a pilot project by the Iowa Economic Development Authority to develop a plan for city-wide green infrastructure technology for improved urban water management - including storm, sanitary, and potable water solutions. This Plan is meant to serve as a case study and guidance document for green infrastructure planning in other communities. The Plan demonstrates a process that can be replicated and scaled to any size city.

The U. S. Environmental Protection Agency (EPA) developed this guide to help drinking water and wastewater utilities become more resilient to flooding. In the approach, the utility would examine the threat of flooding, determine impacts to utility assets and identify cost-effective mitigation options. A simple, 4-step assessment process is outlined to help water utilities understand their flooding vulnerability and identify practical mitigation options to protect critical assets. The guide is particularly useful for small and medium utilities.
